Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.

9:15 Commissioner Blain moved to approve the Public Health Emergency Preparedness Grant Agreement with Montana Department of Public Health and Human Services; Commissioner DeArmond seconded; motion carried.
9:30 Commissioners discussed Area II Agency on Aging representatives.
10:00 Contract Planner Forrest Mandeville met with Commissioners regarding the Subdivision Regulations update. Ron Kappor and DES Coord. / GIS Mgr. Tom Kohley were present. Forrest noted most updates were due to changes to state law, recommendations from the MACo land use attorney, and to correct typos; other changes were made to the review and approval procedures for major subdivisions. Forrest noted the public comments received during the Public Hearing were mostly regarding the historical alternative fire fee and changes to fire protection provisions. The regulations have been changed to give authority to local rural fire districts to address fire protection conditions on a case by case basis and to only require fire mitigation when the subdivision creates a fire hazard. Tom noted the fire protection provisions are to be enforced by subdivision covenants. All subdivisions now must show 100’ defensible space around lots. Ron noted he has been very involved in process, thought $5,000 fee was high and improper. Concerned about provisions for dry hydrants and associated costs. Forrest noted dry hydrant would be required only in high fire subdivisions. For family transfer certificate of surveys, language was added to require the parcel transfer deed be filed at same time the survey is filed to avoid having a lot created that is not transferred; the Planning Board did not want to add language establishing a time frame before exempt parcels can be sold. The above noted amendments were to the following sections of the Subdivision Regulations: Cover, III Review Procedures for Major Subdivisions, IV Review Procedures for Minor Subdivisions, IX Divisions of Land Exempt from Subdivision Review, V Design and Improvement Standards, and Appendix K.
Commissioner Blain moved to adopt Resolution 2018-11 Amended Subdivision Regulations; Commissioner DeArmond seconded; motion carried.

2:45 Commissioner Bullock moved to offer the two open full-time permanent positions to Randy Korell and Mike Roberts and to offer the full-time temporary position to Sam Kallevig; Commissioner Blain seconded; motion carried.

Commissioner Blain moved to approve employee time; Commissioner Bullock seconded; motion carried.

3:00 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to discuss an unattended death south of Bridger and questions he has received regarding the County’s response. Tom recommended he, Sheriff McQuillan, and Commissioner DeArmond coordinate a joint response.
