COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:15 Commissioner Blain left the meeting to attend a Mental health Advisory Meeting.
9:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding the Custer Gallatin National Forest – Wapiti Radio Repeater Collection Agreement. The cost of installation is being split with Red Lodge Rural Fire. Commissioner DeArmond moved to approve the Collection Agreement; Commissioner Bullock seconded; motion carried.
Tom also met with Commissioners regarding the Multi-Hazard Mitigation Plan Grant Agreement. Tom noted the Plan will include projects specific to the County or a jurisdiction within the County to mitigat future disasters; the last plan included removal of the piers on Rock Creek in Joliet. The Grant is for $25,000 and will require $8,333 in match; Tom believes in-kind contributions including Deputy DES and LEPC time should cover the match requirement. Because of the technical aspects of the Plan the County will need to go out for RFP to solicit a consultant to complete the Plan. Commissioner DeArmond moved to approve the Mulit-Hazard Mitigation Grant Agreement; Commissioner Bullock seconded; motion carried.
Tom has fire restrictions call later this morning. Commissioners agreed the County is not ready to go into restrictions yet especially with the rain received this past Saturday.
10:00 Contract Planner Forrest Mandeville met with Commissioners for the LJ 155 Subdivision Expedited Plat Approval. Bill Karas from Red Lodge surveying was present. The expedited subdivision process is being used to remove an agricultural covenant from Vince Hudak’s property on West Bench Rd. This is a 1 lot subdivision going through its first Subdivision process.
10:10 Commissioner Blain rejoined the meeting.
Forest noted this process is being used to facilitate a boundary line relocation and the majority of the lot will remain in agricultural use. Forrest’s staff report recommends approval and does not note any impacts to wildlife, public health and safety, or agriculture, and noted the Sanitarian has issued approval based on the historic septic system. Commissioner Blain moved to approve the LJ 155 Subdivision Plat; Commissioner DeArmond seconded; motion carried.

11:10 Commissioner DeArmond moved to approved employee time for August 5-18, 2018 as submitted; Commissioner Blain seconded; motion carried.
