COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Accounts Payable Clerk Crystal Roascio met with Commissioners. The Sheriff’s Office has requested an early check run for Deputy Chad Glick’s K9 training; after a discussion with the office the check can be cut at the normal time.
DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to discuss flooding potential. Commissioners confirmed sandbags and sand are stocked at all three shops and available to the public.
Commissioner DeArmond moved to accept the Montana Association of Counties Workers Compensation Trust Bylaw changes; Commissioner Bullock seconded; motion carried.
Commissioner DeArmond moved to accept March 4, 2019 Commissioners’ proceedings; Commissioner Bullock seconded; motion carried.
9:50 Historic Preservation Officer Samantha Long met with Commissioners. Commissioner Bullock moved to approve the Certified Local Government (CLG) Grant Agreement; Commissioner DeArmond seconded; motion carried. Commissioner Bullock moved to approve the Professional Services Agreement with the Carbon County Historical Society for Historic Preservation Officer Services; Commissioner DeArmond seconded; motion carried.
10:00 Carbon County News reporter Eleanor Guerrero joined the meeting. She asked about flooding around Joliet. Commissioner Blain noted there has been run off that will require some road repairs.
10:10 County Attorney Alex Nixon and Deputy County Attorney Shannon Foley joined the meeting. Regarding the Industrial Communications case, discovery requests have been filed. Commissioner Bullock noted Susan Hovde has responded to the letter regarding the sally port floor slope and they will be scheduling a meeting to discuss options. Commissioner Bullock noted he has also been in contact with Sweeney Legacy about the leak in the sally port roof; Sweeney noted it is still under warranty and he will address the issue. Alex noted Sheriff Josh McQuillan may be interested in boarding prisoners in Broadwater County as they may be interested in coordinating transports to reduce the burden on the Sheriff’s Office.

Commissioners and attorneys discussed the future of prisoner housing. They would like to look at long term options including constructing a regional jail with surrounding counties. A meeting with Stillwater County will be scheduled to start this discussion.
Commissioner Blain moved to appoint Craig Krook to the Tax Appeal Board for the Joliet Commissioner District; Commissioner Bullock seconded; motion carried.
10:30 Rick Martin met with Commissioners to discuss building maintenance issues. Rick reported that the boiler leak and roof leak both seem stable at this time. Discussed hiring on-call part-time person to help cover absences and assist with deep cleaning projects; Commissioners approved creating the position. They also discussed ballast replacements; Commissioners agreed may be best for Electrician to do the work especially in areas where Rick is not comfortable. They also discussed trying to migrate offices to LED bulbs.

Commissioner DeArmond left to attend Beartooth RC&D meeting.

11:00 Insurance committee meeting. Committee members Judy Prinkki, Jerrid Bergum, Jeff Schmalz, and Lola Ashby, and Pam Schwend were present. The committee discussed the survey distributed to County employees regarding compensation. Employees were generally in favor of a combined increase in health insurance premium contributions and wages. The committee also reviewed plan options. As the HD3000 plan will not be offered in 2019-2020 another plan will need to be selected.
