COMMISSIONERS’ PROCEEDINGS
March 29, 2018
Commissioners Robert “Pits” DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance.
Gordon Sirrine was present.
9:00 Stephanie Ray and Forrest Mandeville met with Commissioners for the Planning Services Contract renewal with CTA. Commissioner Bullock asked if Forrest felt his office time was valuable; Forrest noted his office hours were mostly used by staff not so much by the public. Commissioners suggested he could reduce office days to every other week. Commissioner Blain moved to approve renewal of CTA Planning Services Agreement; Commissioner DeArmond seconded; motion carried.
Commissioners discussed road department vehicles and equipment. Discussed Road millings from highway realignment project for the Joliet district; Commissioner Blain noted that per MDT the County cannot trade millings for gravel. Commissioner DeArmond noted he had been contacted by BLM regarding contracting with the County to road gravel BLM roads; the Bridger Shop would need about 2400cu/yds additional gravel.
Commissioner Blain moved to approve Commissioner Proceedings for March 1 and March 5; Commissioner Bullock seconded; motion carried.
10:00 Deputy County Attorney Shannon Foley and Contract Civil Attorney Jacque Papez met with Commissioners. They discussed the Weed District bidding on weed spraying for BLM. Jacque has left several messages for Industrial Communications’ attorney but has not had a response; Commissioners directed County Attorney’s Office to draft a complaint. The changes to the Wyoming Mutual Aid Agreement have been made, but Shannon needs to clarify with the Montana Attorney General about insurance coverage for rural districts that may provide mutual aid.
10:30 Sheriff Josh McQuillan met with Commissioners. Discussed sharing dumpster with Elks. Commissioner Blain moved to adopt Resolution 2018-07 A Resolution Adopting a Policy to Dispose of Certain Property in Possession of the Carbon County Sheriff’s Office; Commissioner DeArmond seconded; motion carried.
Sheriff and Commissioners also discussed office changes once dispatch is moved including moving Deputies out of the old jail.
Commissioners discussed leftover TSEP Planning Grant funds. Commissioner Bullock noted future TSEP and CDBG Grant applications will require a county wide capital improvement plan.
Commissioners would like to allocate funds to Spectrum architects for space needs assessment and building capital planning which they have already started.
