          March 30, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance.

          Alison Brewer met with Commissioners regarding request for barriers to be dropped in parking lot at the café in Belfry to keep people from driving through the parking lot.

          9:00 Brent Moore CTA met with Commissioners regarding Agreement for Professional Planning Services. Ron Kapor was also present. Commissioner Grewell moved to accept contract with CTA with an amendment to Paragraph 12 to change to binding arbitration; Commissioner Tucker seconded; motion carried.

          Ron Kapor met with Commissioners to discuss the Silvertip Zoning suit. He is concerned about Planning Board’s roll in zoning and development and that changes are being pushed on the County by attorneys and environmental groups that will take away personal property rights. Commissioners reviewed zoning statutes with Mr. Kapor and Brent reviewed process for changing the Growth Policy and process for changing the Development Regulations including the joint workshop with the Planning Board set for April 21st.

          Treasurer / Superintendent of Schools Jane Swanson-Webb met with Commissioners regarding fair insurance waiver for the high school graduation. Commissioners requested that the school secure and provide proof of event coverage.

          10:00 Sheriff Josh McQuillan and Disaster and Emergency Services Coordinator Darrel Krum met with Commissioners regarding the Dispatch Services invoices for the towns. Jane Swanson-Webb was also present and asked if Town of Bearcreek should be paying a minimum fee for dispatch services. Josh noted that any fines collected go to the county and that calls in Bearcreek are not significant enough to require additional fees. Commissioners would like to offer to amended contract for 5 year rolling average to help even out peaks and valleys in dispatch expenses. Commissioner Grewell moved to submit invoice to municipalities for 3 and 5 year rolling average and agreement for 5 year average; Commissioner Tucker seconded; motion carried.

          Commissioner Tucker moved to accept March 19th & 23rd meeting minutes; Commissioner Prinkki seconded; motion carried.
