COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance.

Commissioner Tucker moved to Accept Treasurer’s Cash Report for April 2016; Commissioner Grewell seconded; motion carried.

8:40 Commissioner Prinkki left the meeting to tend to other business.

9:00 Deputy Clerk & Recorder / Accounts Payable Clerk Christine Stovall met with Commissioners to discuss implementing an Application for requesting use of Indigent Burial Funds. Commissioner Tucker moved to adopt the Indigent Burial Application with changes specifying the County will only pay for cremations; Commissioner Grewell seconded; motion carried.

9:15 Clerk & Recorder Marcia Henigman and Election Administrator Judy Christensen met with Commissioners to request records disposal. Commissioner Grewell moved to authorize disposal of records as requested; Commissioner Tucker seconded; motion carried.

9:20 Road & Bridge Superintendent David Ohnstad met with Commissioners for his weekly meeting. He presented proposals for employee time accounting and tracking road maintenance; commissioners did not have concerns with implementing the tracking systems, but would like to look at a way to automate them for efficiency. David is working toward building an asset inventory. He also presented a road condition report to address and track complaints regarding roads, discussed a form to document vehicle inspections, and a policy for formalize the traffic control sign management.  David will prepare a resolution to adopt a management method to recommend the “effective life method” for sign management. Also discussed the Department of Labor Compliance Inspection for the Red Lodge Road Shop; reported issues were minor and easily addressed.

10:20 Sanitarian Josh Juarez met with Commissioners for his monthly update. DPHHS License Inspections are down to 215 this year compared to 248 last year; Josh believes the number may go up with seasonal rentals. Josh has made progress with the sanitarian issues off Pryor Creek Road; there are two landowners that still need to obtain septic permits. Josh also discussed water testing compliance issues at the Grizzly Bar and the issues they are having with the septic drain field. Josh is also working with Beartooth Electric to make sure that new structures obtain necessary floodplain permits. Josh will be attending Certified Pool Operator renewal training next week and will be attending a Serve Safe refresher June 2nd. He would like to explore implementing a local Serve Safe training for food service staff.

 

10:50 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly update (report attached). Discussed meeting with Industrial Communications and their relationship with Blue Wave. Industrial believes Blue Wave has been paid in full, but is trying to contract with another company to service the Blue Wave repeater.

11:05 Weed District Coordinator Brian Ostwald met with Commissioners. Commissioner Grewell moved approval of the Noxious Weed Trust Fund Grant Agreement for southern Cooney Dam; Commissioner Tucker seconded; motion carried. Commissioner Grewell moved approval of the Noxious Weed Trust Fund Grant Agreement for the Clear Creek School; Commissioner Tucker seconded; motion carried.

11:30 Danny Mydland met with Commissioners regarding the Fairgrounds Keeper Position. DES Coord. / GIS Mgr. Tom Kohley was also present. The Commissioners would like the second choice applicant James Hunnel to meet Thursday to discuss the positon. Commissioner Grewell noted, on April 28th at 4:48 pm Malarie Cates withdrew her application via telephone conference with Administrative Assistant Angela Newell

1:00 Commissioner Tucker moved to accept District Court’s Fees Distribution Report for April 2016; Commissioner Grewell seconded; motion carried.

Commissioner Tucker moved to accept Clerk and Recorder’s Deposit Reconciliation for April 2016; Commissioner Grewell seconded; motion carried.

Representatives from Ryan Zinki’s Office did not come for their scheduled appointment.
