COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance

DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to discuss paying for Edgar Fire meals. The Commissioners agreed to reimbursing the district and increased the DES meal line by $1,000.

9:00 Commissioner Tucker moved to accept District Court Fines and Fees Summary for August 2016; Commissioner Grewell second; motion carried.

Commissioner Tucker moved to accept the Clerk and Recorder Deposit Reconciliation for August 2016; Commissioner Grewell seconded; motion carried.

Commissioner Tucker moved to accept Treasurer Cash Balance Report for August 2016; Commissioner Grewell seconded; motion carried.

Civil Deputy Jacque Papez and Clerk and Recorder Marcia Henigman met with Commissioners to discuss closed meeting minutes. It was agreed the Commissioners Administrative Assistant should keep those minutes and they should not be recorded in DocuPro.

Marcia met with Commissioners to discuss reporting problems with the Montana Public Employee’s Retirement Administration (MPERA) new software. Marcia would like the Montana Association of Counties the address the issues that many counties are having with the system. She will also work with the Clerks Organization to address the issues.

Jacque and Commissioners discussed the illegal installation of a cattle guard on Highline road. The landowner did not obtain the permits he was instructed to apply for by the Joliet Road Foreman. The cattle guard that was installed does not meet County standards. Jacque suggested a letter be sent notifying landowner that the cattle guard must be brought up to county standards and a permit obtained or it will be removed by the county at the owner’s expense.

Commissioner Grewell moved to appoint Vern Adkins as Bridger Road Foreman effective Monday September 5th; Commissioner Tucker seconded, motion carried.

10:00 Superintendent Jane Swanson Webb and Lori Kane met with Commissioners regarding school district budget approvals. County wide transportation has not been calculated as there are problems with the Office of Public Instruction’s form. Commissioner Tucker moved to accept school District budget reports for fiscal year 2016-2017; Commissioner Grewell seconded; motion carried.

 

Commissioner Prinkki noted the Mud Springs Wind Project is on hold waiting for Pacific Corp to sign power purchase agreement. EverPower will be filing complaint with Public Service commission to force execution of the agreement.

Commissioners reviewed budgets with Administrative Assistant Angela Newell. Angela noted that due to a data input error the Road Fund was under milled in the 2015-2016 Fiscal year by 4.12 mills. The milling authority has been corrected and carried forward to the 2016-2017 Fiscal Year.

10:30 Election Administrator Judy Christensen met with Commissioners to discuss the mail ballot election for the Red Lodge Cemetery District.

Commissioner Tucker moved to accept claims report for the August 2016 early check run; Commissioner Grewell seconded; motion carried.

11:00 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding service contract with Industrial communications for radio equipment similar to the contract we have for the 911 Dispatch equipment. Industrial’s preliminary proposal was $16,000 per year. Tom noted the Simulcast equip is under warranty, but there are still costs associated with service. Tom and the Commissioners agreed to pay for service on an as needed basis this year to get a baseline for service costs.

12:00 Commissioner Grewell moved to adopt Resolution 2016-19 Fiscal Year 2016-2017 Budget; Commissioner Tucker seconded; motion carried.
