COMMISSIONERS’ PROCEEDINGS
April 9, 2018
Commissioners Robert “Pits” DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance.
8:45 Kate Stout and Bill Karas from Red Lodge Surveying joined the meeting.
Gordon Sirrine was present.
Commissioners accepted Tim Blair’s request to transfer to the Joliet Road Shop.
Commissioner Blain moved to approve Commissioners minutes from March 12 & 15; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to accept Clerk and Recorder Report for March 2018; Commissioner DeArmond seconded; motion carried.
9:00 Contract Planner Forrest Mandeville, Kate Stout, and Bill Karas met with Commissioners regarding the Mangy Moose Subdivision Amended Conditions. Lynn Boughey was also present. There was a request to amend condition No. 8 to be remove, if denied, they request a 6-month extension to come into compliance. The change received approval from the neighbors and the Planning Board has recommended approval. Forrest noted there was one public comment received, they believe the existing culvert is undersized. Lynn showed pictures of the driveway and drainage; he noted they will remove the existing cattle guard and put in a gate. Lynn has not seen water pool at the end of the driveway. Commissioner DeArmond moved to approve Mangy Moose Subdivision Amended Condition Request; Commissioner Blain seconded; motion carried.
9:20 Bill, Kate, Forrest discussed the process to vacating plats. Commissioners noted they will need to consult with County Attorney and Clerk and recorder regarding process. Forrest recommended the current owner send a letter requesting the Plat be vacated and stating the reasons for request.
9:30 Sheriff Josh McQuillan and Detective Quintin Thompson met with Commissioners regarding the county’s hiring policy and procedures. Discussed implementing background checks for new hires county wide. Commissioners believe it would be in County’s best interest to establish universal background check system. Costs would be paid from County Bldg. funds. Commissioners would like to move forward with a standardized process; they asked Angela and Quintin to work on revising the hiring policy and procedures.
10:17 Commissioners discussed the Designation of Earmarked Alcohol Tax Money. State records had the County allocating funds to both prevention and outpatient services.

The County’s copy of last year’s contract was only for outpatient. Commissioner Bullock called the Mental Health Center and State for clarification.
10:30 Carbon County News reporter Eleanor Guerrero joined the meeting. Commissioner DeArmond moved to approve Alternatives purchase of Service Contract; Commissioner Blain seconded; motion carried.
11:00 Commissioners discussed millings agreement with Montana Department of Transportation. Commissioner Blain discussed project areas for the millings: approximately 2.5 miles on Granite Road between Joliet and the Montaqua Bridge; Slack Pile Road at the intersection; the streets not currently paved in Boyd; and possibly East Carbon Street in Joliet depending on the City street requirements. Commissioner Bullock noted any leftover millings could be used behind the Court House, but they County would have to haul them. Commissioner Blain moved to approve Agreement with Montana Department of Transportation for use of salvaged milled materials; Commissioner DeArmond seconded; motion carried.
11:20 Gordon left meeting. Sanitarian Josh Juarez met with Commissioners. Commissioner Blain noted wetlands complaint / enforcement action at the Joliet Shop, was closed by the Army Corps.
Commissioner Bullock moved to appoint Jerrid Burgum as Joliet Road Shop Foreman with 6-month probationary period; Commissioner DeArmond seconded; motion carried.
Commissioner Blain moved to approve the Designation of Earmarked Alcohol Tax Money; Commissioner DeArmond seconded; motion carried.
