COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Dan Stusek from Senator Daines office met with Commissioners.
8:45 Commissioner Blain joined the meeting.
Commissioners received a letter of resignation from Chris Skorupa as a representative of the Fair Board. Commissioner Bullock moved to appoint Craig Erickson as an At Large Representative on the Carbon County Fair Board; Commissioner DeArmond seconded; motion carried.
Commissioners received an email from David Ritter regarding the chip seal project on the Ski Run Road; Commissioner Bullock responded to the email noting the project was funded by the resort tax collected at Red Lodge Mountain.
9:30 Clerk and Recorder Christine L. Stovall met with Commissioners regarding changing meeting dates. She noted Monday is a heavy day for mail and it would be easier to process claims on that day for commissioner approval on Tuesday. She also noted increased traffic on Monday’s with the addition of Motor Vehicle Examiner’s Monday appointments. Commissioner Bullock moved to adopt Resolution 2019-11 to set Commissioner meeting dates as Tuesday and Thursday effective immediately with the first Tuesday meeting being held August 6, 2019; Commissioner DeArmond seconded; motion carried.
Commissioners discussed email correspondence with Mike Creeden regarding the Clarks River Road. Commissioner Blain noted as this is a State route he has emailed Rod Nelson with MDT regarding the process to change the name of the road. Yellowstone County requires 60% of affected people to petition a road name change; Commissioners would like to consider adopting a similar policy.
10:00 Mike Schara met with Commissioners to submit a proposal for the location of the County Jail. Sheriff Josh McQuillan was present. Mike owns the 3-acre old Edgar School site; it is connected to the Edgar sewer system and has its own well. Mike noted he is willing to build the facility and lease it to the County. Commissioner Bullock noted the County will likely be going through a Request for Proposals process for locations to consider. Sheriff McQuillan suggested Commissioners meet with someone from the Montana State Peace Officers Association to discuss jail standards and other issues. Commissioners like to tour some jails at end of August or beginning of September.

11:00 Commissioner DeArmond moved to accept Copier maintenance agreements for the Sheriff’s Office and Justice Court with Peterson Quality Office; Commissioner Bullock seconded; motion carried.
Commissioner DeArmond moved to approve Commissioners minutes for July 18, 2019; Commissioner Bullock seconded; motion carried.
