Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to inform them there will be an exercise tonight at Red Lodge Mountain with other entities to address wildland fires on or around the Mountain.
9:00 Clerk of District Court Rochelle Loyning met with Commissioners regarding her preliminary budget. Rochelle noted the Deveraux trial cost approximately $5,000; most will be reimbursed by the State. Commissioner Bullock noted the County will be entering into contract with Cool and Moore for annual maintenance on the Court Room air conditioning system. Commissioner Bullock moved to approve the request to increase Deputy Clerk of District Court Sabrina Pratt’s pay to 85% of the Elected Official Base pay; Commissioner DeArmond seconded; motion carried.
9:10 Shaun Brown and Jesse Daffin from Morrison-Maierle Systems Corporation met with Commissioners to discuss the ransomware attack on the Sheriff’s server.
11:00 Sheriff Josh McQuillan and Gary Levine from Spectrum Group Architects met with Commissioners regarding jail and Court House facilities. There has been interest from surrounding counties regarding renting beds. Gary presented a draft time line for the project; he noted the implementation plan should be finalized by the end of February 2020. Gary recommended the Commissioners consider three sites for the facility; Commissioners discussed looking at sites on new Highway 310/212 alignment, in or around Joliet, and on Highway 421 to Columbus; Commissioners noted they would also like to look at a site in Red Lodge for cost comparisons. Angela will send Gary information regarding the bond issue time line.

Commissioner Bullock moved to approve District Court Fines and Fees Summary for June 2019; Commissioner DeArmond seconded; motion carried.

Commissioner Bullock moved to approve Commissioners meetings for June 13 and 17, 2019; Commissioner DeArmond seconded; motion carried.

1:15 Sheriff Josh McQuillan, Deputy Kelly Carrington, and Clerk and Recorder Christine Stovall met with Commissioners regarding IT services. They discussed the Sheriff’s Office network; Sheriff Josh McQuillan would like Kelly to be in charge of their systems. Commissioners requested a backup plan if something happens to Kelly. Kelly noted he would like software for better remote access. There was a discussion about in-house IT vs contracting the services; benefits were noted the having someone in house, but Commissioners were not sure it would be a full-time position without the Sheriff’s Office. Commissioners requested Sheriff Josh McQuillan submit a letter to assign the IT duties in the Sheriff’s Office to Deputy Kelly Carrington for his personnel file.
