COMMISSIONERS’ PROCEEDINGS
April 13, 2021

Commissioners Bill Bullock and Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance.

Newell reported on the application for the Department of Public Health and Human Services County and Tribal Matching Grant Fiscal Years 2022-2023; Newell met with Sheriff Josh McQuillan and Commissioner Blain last week to explore the possibility of applying this potential funding for mental health infrastructure and personnel at the proposed Detention Facility.

Discussion regarding the vacancies for County Health Officer and Deputy County Health Officer after the resignations of Bill George, MD and Greg Burfeind, MD. Advertising for the vacancies will be on the next Board of Health agenda in May.

Discussion regarding the outgoing Chance Road Bridge. Great West is handling the process for the public to have the opportunity to adopt it.

Discussion regarding employee Claims for reimbursement; Commissioners agreed that a 90-day reimbursement window be enacted after which point an employee will not be reimbursed for expenses incurred.

9:00 Treasurer Lori Lynde and Commissioner Scott Blain joined for Treasurer Collateral Report. Discussion regarding the “pledge” amount at Bank of Bridger which is insurance for the cash they hold on behalf of the County. Commissioner Miller moved to approve the Treasurer’s Quarterly Report of Cash in Office and Banks for a total of $38,672,492.09; Commissioner Blain seconded; motion carried. Newell will inform school districts and special districts that accounts will need to be moved over from First Interstate Bank to Bank of Bridger by July 2022. Commissioner Blain departed.

9:30 Commissioner Miller moved to approve the Cooperative Purchasing Memorandum of Understanding with the State of Montana; Commissioner Bullock seconded; motion carried.

Commissioner Miller moved to approve Commissioner Proceedings for March 23 and 25; Commissioner Bullock seconded; motion carried.
Commissioner Miller moved to approve Employee Time as submitted; Commissioner Bullock seconded; motion carried.

Discussion regarding the road crew Collective Bargaining Agreement and starting wages; concern about attracting skilled labor; County may propose to increase probationary wage to 75% of Elected Base to the Union.

1:00 Commissioners’ Work Session. Detention Facility public meeting tomorrow evening at the Fair Grounds. Commissioner Bullock provided an in-office on-camera interview with Andrea Lutz of KTVQ News regarding the proposed Detention Facility. Commissioner Blain stated that Stillwater County provided a counter-offer for renting beds in the facility; Commissioners were not in support. Sheriff Josh McQuillan joined the meeting. Discussion regarding preparations for Hell’s Angels rally expected to occur this summer; Newell outlined ways to track related cost impacts due to the event.
