Commissioners Scott Miller, Scott Blain, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Red Lodge City Council member Terry Durbin was in attendance for public comment. Discussed flood preparedness, National Weather Service monitoring and alerts, and the Airport Discussion at Tuesday’s City Council meeting.
8:50 Commissioner Bill Bullock joined the meeting.
9:00 Sanitarian Barbara Krizek, Sanitarian Jesse Guiterrez, and Assistant Lori Kane met for the Environmental Health Department’s monthly update. Krizek reviewed the written report (attached). Krizek noted the water sewer issues with lots modified from a COSA South of Red Lodge have been resolved with landowners and the City. Guiterrez noted involvement in AgriOrganic complaints as well as Blanchard Butte burning and garbage management issues. Noted inspection of Short-term rental at new subdivision below the golf course; there are about 7 properties that have already been inspected for STRs. Krizek would like to attend a 1 week FEMA Training on Environmental Health Emergency Response this fall.
9:25 Red Lodge Mayor Kristen Cogswell was in attendance. Discussed flooding at the wildlife sanctuary.
Discussed the organization and cleanup of Cedarwood in preparation for a surplus auction of the contents.
Steve Fendler Bridger Fire Chief, met to discuss the Board’s budget.
Bullock discussed confrontation and hostility toward him from Jim Bushnell at the end of Tuesday’s City Council meeting.
10:30 Fire extinguisher and safety kit contracts. Human Resource Specialist Kate Asbury, Deputy Clerk and Recorder Lola Ashby, and Road Union President Phil Nardinger were present. Asbury noted DOL inspections found a number of expired items in first aid kits and eye wash station solutions. Noted annual order for restocking is pretty inexpensive compared to contracting the service. Beartooth Fire Protection does annual inspections for Fire Extinguishers, but the County needs to be doing a monthly check of the pressure gauge. Asked if a monthly reminder to shops would be sufficient to have them do the checks in-house. Big eye wash stations also need solutions checked for expiration dates. The Stations with water connections, should be run monthly to make sure there is no rust or debris in the water. Discussed AED expirations, believes batteries and pads are expired for many of them. And some may be at the end of life.
Bullock moved to accept Justice Court End of Period Disbursement report for March 2023; Blain seconded; motion carried.
Bullock moved to approve Commissioners proceedings from March 9th and corrected Proceedings from February 28th; Blain seconded; motion carried.
11:00 Safety Committee meeting. Cynnamon Mitzel, Phil Nardinger Nardinger, UnderSheriff Jeff Schmalz, Lola Ashby, and Kate Asbury were in attendance.
12:00 Bullock moved to close; Blain seconded; motion carried.
