8:30 Pledge of Allegiance.
All Commissioners attended a public information meeting hosted by the Detention Facility Citizen Committee last evening held at the Fair Grounds. In attendance were: Committee members Hal Lewis, Shane Warehime, Steven Thuesen, Jane Swanson Webb, Pete Critelli, and Gary Morseman; Spectrum Architects Gary Levine and Kathleen Armstrong; Hulteng CCM Shane Swandal and Rich Whitney; Justice Court Judge Kevin Nichols; Red Lodge City Judge Raphael He Does It; County Attorney Alex Nixon; Sheriff Josh McQuillan; Undersheriff Jeff Schmalz; Disaster and Emergency Services Coordinator Cyrina Allen; Administrative Officer Angela Newell; Commissioners’ Secretary Barbara Krizek; Deputy Clerk and Recorder Lola Ashby; KULR8 News Riley Nasel; Carbon County News Alastair Baker; Lynne Cummins; Mike Myers; Judy Morseman; and Sharon and Randy Tuhy. A panel presentation was given covering topics such as: the decades-long history regarding detention issues, transportation challenges to other counties with facilities, the nature of the crimes being committed and the warrants outstanding, the public safety challenges facing judges with few options for imposing detention on offenders, and construction and operating budgets. A public question and answer session regarding costs to taxpayers concluded the meeting.
Commissioner Blain moved to accept the Justice Court End of Period Disbursements for March; Commissioner Miller seconded; motion carried.
10:00 County Attorney Alex Nixon joined for an update. 10:15 Meeting closed to discuss a personnel issue; 10:25 meeting re-opened. Discussion regarding amending the probationary period in the road crew Union contract via a Memorandum of Agreement without having to re-negotiate the entire contract.
Discussion regarding the Stillwater County counter-offer Memorandum of Understanding for rented beds in the proposed Detention Facility.
11:00 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley joined to discuss a surplus Oshkosh snow truck that is available from Minot Air Force Base; Commissioners supported its acquisition for parts and sending crew to retrieve. Commissioner Blain asked Kohley to look into water truck/tender acquisition. Discussion regarding a vehicle for Kohley which is budgeted for in this fiscal year but will likely have to be pushed into the next fiscal year due to long delivery times.
