Commissioners Robert DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:00 Road Foremen Eric Walker, Jerrid Bergum, and Matt Lammiman met with Commissioners to discuss road projects and budget planning. Jerrid confirmed the Union approved the 3.25% wage increase. Gordon Sirrine was present. Commissioners and Foremen discussed the motor grader rotation and the possibility of taking Joliet out of the rotation to purchase other equipment for the district. Eric noted he did a lot of research last year when doing a cost comparison of purchasing a used grader vs a new grader. He believes the lost resale value makes it more cost effective to buy new every year. They also discussed the purchase of a service truck for the Bridger District which was budgeted. Matt has been unable to find what they need in the budgeted $30,000 range; he noted adding an additional $10,000 to the budget would drop the mileage on a used truck by approximately 100,000. Commissioners approved rolling the $30,000 budgeted for the truck into the road capital find to set aside for better truck going forward. Matt noted he would also like a reclaimer for the Bridger shop which would be about $17,000. 8:40 DES Coord. / GIS Mgr. Tom Kohley joined the meeting. Tom discussed the surplus dozers for firefighting; Foremen agreed that most are too big for the County’s firefighting needs and that it may be time to sell or trade them. Commissioners and Foremen also discussed creating a capital improvement plan for maintaining asphalt roads, weed mitigation in gravel pits, and gravel crushing for the 2018-2019 Fiscal Year. Red Lodge and Joliet do not want to crush next year, Bridger would like to crush in the Belfry pit. Tom discussed the IamResponding alert system and emergency flood preparation and documentation
10:00 Weed District Coordinator Brian Ostwald met with Commissioners for approval of weed grant agreements. Commissioner Blain moved to approve agreements for the St. Olaf, East Rosebud, and Palisades Cooperative Weed Management Areas, and the Southern Cooney Dam Project; Commissioner DeArmond seconded; motion carried. Brian noted the total of all four grants is more than $170,000.
10:10 Deputy County Attorney Shannon Foley and Civil Deputy Jacque Papez met with Commissioners. They discussed the status of the shared dumpster space lease with the Elks, the Simulcast Radio System complaint which is almost at the final stage, the addendum, and adding penalty language to the Gravel Crushing Agreement amendment. Shannon and Jacque noted they have looked at the Court House addition with Sheriff McQuillan; they recommend a 3rd party look at the roof material and make a final report of design and/or construction issues.
10:35 Commissioner Blain moved to accept Justice Court End of period disbursement for March 2018; Commissioner DeArmond seconded; motion carried.

10:55 meeting closed to discuss a personnel issue and FMLA request.
11:00 Airport Board meeting. Present were Wally Zook, Willis Coffman, Lonnie Sanders, John Ladvala and guests Gordon Sirrine, Jerry Gereghty, Casey Moore, Rick More, Bob Lindeke, and Dylan Sedlacek. Lonnie moved to approve December 14, 2017 Airport Board meeting minutes as corrected; Wally seconded; motion carried.

11:25 Commissioner Blain left meeting to attend the Boyd Seniors meeting in Joliet.
Commissioner Bullock moved to approve Resolution 2018-10 Support for National Park System; Commissioner DeArmond seconded; motion carried.
