Commissioners Doug Tucker, John Grewell, and Bill Bullock and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
9:00 Civil Deputy Jacque Papez, DES Coord. / GIS Mgr. Tom Kohley, Deputy Attorney Shannon Foley, and County Attorney Alex Nixon met with Commissioners regarding Industrial Communications and the Simulcast radio system. Alex requested legal counsel be present for all future meetings with Industrial Communications. Industrial has not come up with proposed fix for Simulcast and have not complied with 10-day time line in the County Attorney’s April 12, 2017 letter. Commissioner Grewell noted it is Industrial Communications’ responsibility to come up with a solution not the County; he does not want the County to offer alternative solutions to Industrial as it could complicate liability. The system server has been sent back to BlueWave for a patch and should be reinstalled next week.
9:30 Commissioner Grewell moved to adopt Resolution 2017-06 establishing elected official salaries for Fiscal Year 2017-2018; Commissioner Bullock seconded; motion carried.
10:00 Deputy Clerk and Recorder Lola Ashby met with Commissioners regarding inventory tracking and establishing a formal inventory policy. The Commissioners would like to establish a minimum dollar threshold for what items need to be tracked on inventory to make the process less onerous. Commissioners also believe it would be more efficient for the road foreman and department heads to be responsible for their own inventory lists; Lola concurred. Commissioner Grewell moved to implement policy to inventory equipment that has a present-day value of $200 or more, and for Angela and Lola to work with foreman and department heads to implement their own inventory tracking; Commissioner Bullock seconded; motion carried.
10:20 Ron Kapor joined the meeting.
10:30 Commissioners opened On-Call Architecture services Request for Proposals. Responses were received from Spectrum Group Architects, CTA Group, Schutz Foss, A&E Architects PC, ARET Design Group, Susan Hovde Architect, Space Planning for People, Bauer Group, and JGA Architects. Ron Kapor asked why the County was selecting an architect. Commissioner Tucker noted the County occasionally solicits proposals for professional service contracts and explained the selected firm will only be working on County properties.
11:00 Airport Board meeting. Merrill Pfeifer, Willis Coffman, Wally Zook, and Lonnie Sandford were present. John Grewell moved to approve November 17, 2016 Airport Board meeting minutes; Doug Tucker seconded; motion carried.

11:40 Commissioner Bullock moved to approve meeting minutes for April 6th and 10th; Commissioner Grewell seconded; motion carried.
