COMMISSIONERS’ PROCEEDINGS       

          April 30, 2015

          Commissioners John Grewell and John Prinkki were present.

8:30 Pledge of Allegiance.

          Mary Boyer Belfry Water and Sewer Board met with Commissioners to request permission to consult the County Attorney regarding a delinquency. Commissioners grant permission for Belfry Water and Sewer Board to contract with Co. Attorney.

          9:15 Sheriff Josh McQuillan and Secretary Quoteal Pratt met with Commissioners regarding dispatch staffing. A dispatcher has submitted their resignation and the department still has to bring in part-time employees to cover shifts when scheduled employees are sick. They are looking at how to staff the position because they need better trained staff than the occasional part timers. Commissioners approved increasing the open dispatcher positon from 32 to 40 hours per week and adding an additional part-time employee if they believe it is necessary.

          9:30 Rick Martin and Jamie Ostwald met with Commissioners for job description review.

          10:00 Eleanore Gurrero Carbon County News joined the meeting.

          Commissioners reviewed Burn permit resolution. Commissioner Grewell moved to adopt Resolution 2015-08, as amended, to Establish the 2015 Fire Season and Related Burn Permits and Fees for Carbon County MT to be effective July 1, 2015; Commissioner Prinkki seconded; motion carried.

         10:30 Election Admin Judy Christensen met with Commissioners. She would like to begin process of remapping the precincts and prepare for the public hearings and resolution to change voter precincts. Commissioner Grewell moved to move forward to combine and change voter precincts; Commissioner Prinkki seconded, motion carried.

Commissioners received a letter from the Department of Natural Resource and Conservation informing them the Finding of No Significant Impact / Decision Notice on the Cooney Reservoir Land Sale.  

11:00 Rural Fire Dist. 7 chief Tom Kuntz, Sheriff Josh McQuillan, and Disaster and Emergency Services Coordinator Darrel Krum met with Commissioners regarding Search and Rescue Interlocal agreement.

Commissioner Grewell moved to approve Search and Rescue Interlocal Agreement if approved by Fire District #7 Board; Commissioner Prinkki seconded; motion carried.

Sheriff Josh McQuillan met with Commissioners regarding a request from the Weather Chanel to put a lightening sensor recorder on the Emergency Operations Center at the fairgrounds. Carbon County would be responsible for the installation. Commissioners do not have concerns moving forward and will agenda contract once it is ready.

11:30 Weed District Coordinator Brian Ostwald met with Commissioners regarding Noxious Weed Trust Fund Grant Agreement for Southern Cooney for an award of $50,000. Commissioner Grewell moved to approve; Commissioner Prinkki seconded; motion carried.

Sheriff Josh McQuillan and Red Lodge Police Chief Steve Hibler met with Commissioners regarding the exploration of building a jail in Carbon County. They will be presenting information to the public at a meeting May 15th 6:00pm at the Elks.
