Commissioners Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Bullock moved to accept Dist. Court End of Period Disbursement; Blain seconded; motion carried.

Bullock moved to accept Clerk and recorder Monthly Deposit Reconciliation; Blain seconded; motion carried.

Bullock moved to accept Treasurer Cash Report; Blain seconded; motion carried.

Bullock moved to accept Minutes for March 2, 2023; Blain seconded; motion carried.

Bullock moved to approve the Letters of Agency for Splyglass to access Telecommunication records; Blain seconded; motion carried.

Discussion of the history of changing wage scales to be tied to Elected Official wages and the positions not currently tied to a percent of the elected base wage.

9:00 Public Health Director Erin Cross met for her monthly update. Commissioners agreed it was most efficient to hear the update in this afternoon’s Board of Health Meeting. Cross would like to apply to be a State Substance Use Prevention Provider; she noted no cash match or overhead is required. The State will do an inspection. Bullock moved to approve the SUD application; Blain seconded; motion carried. Discussed participation in tonight’s flood preparedness meeting hosted by Red Lodge Citizens.

9:30 City of Red Lodge Mayor Kristen Cogswell and Council members Terry Durbin and Jody Ronning met for the City’s regular meeting. Discussed Tuesday’s Council agenda which will include an airport presentation from Public Works. Cogswell departed. Durbin and Ronning discussed tonight’s meeting regarding flood preparedness with Bullock.

Bullock moved to approve March 2023 Claims; Blain seconded; motion carried.

10:30 Human Resource Specialist Kate Asbury met to discuss the printer maintenance agreement. Bullock moved to approve the Peterson Quality Office maintenance agreement for the HR printer; Blain seconded; motion carried.

11:00 Disaster and Emergency Services (DES) Coordinator Cyrina Allen met for her monthly update. Sheriff Josh McQuillan was in attendance. Allen reviewed her written report (attached). McQuillan and Allen discussed the active shooter exercise that happened yesterday at the Joliet School with various emergency response agencies. Allen noted weather service advises of rising water with high temperatures this weekend.

11:30 Bullock moved to approve the Emergency Management Preparedness Grant Application; Blain seconded; motion carried.

12:00 Board of Health. Dick Nolan, William Oley MD, Becky Frank DVM, Public Health Director Erin Cross RN, Allen, Mental Health Center (MHC) Prevention Specialist Mary Cameron, MHC Director Rod Ostermiller, MHC Administrator Janel Bal, Sanitarian Barbara Krizek, Deputy County Attorney Robert Spoja, Sanitarian Assistant Lori Kane, Sanitarian Jesse Guiterrez, and Brad Caton of the Red Lodge Area Community Foundation were present.
