Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Bullock noted he has stepped down from the Alternatives Board.

Commissioners discussed insurance for the Friends of the Red Lodge Airport (FRED) Fly-In event Labor Day weekend. Bullock noted concerns about setting a precedent for the County to provide insurance for non-profit events. Miller agreed. Blain noted he believes the Board could be a sponsor of the event because of its association with the functions of the airport. Via email Ewald, Smith, and Pfeifer were in favor of providing insurance, DeRudder noted the Town of Bridger has a similar liability insurance requirement for events at the Airport.

Disaster and Emergency Services (DES) Coordinator Cyrina Allen met to present a purchase request to replace an AC unit at the Bridger Tower site for $7,700; Commissioners approved.

8:50 Bullock departed to attend the bridge replacement construction meeting.

Blain moved to approve issuing a Liability Insurance Certificate to the City of Red Lodge for the FRED Fly-in; Miller seconded; motion carried.

Blain moved to approve the Interlocal Agreement with the City of Red Lodge for Reimbursement of the TID Software; Miller seconded; motion carried.

Blain moved to approve Commissioners Proceedings for July 18 and 20; Miller seconded; motion carried.

Blain moved to approve the Certification of Match for the Area II Agency on Aging; Miller seconded; motion carried.

Commissioners agreed to waive the Encroachment Fee for the Beartooth Recreational Trails adventure race.

10:00 County Attorney Alex Nixon met for his regular meeting.

Also discussed the settlement of the Officer Involved traffic death case within policy limits; the County is waiting on the MACo Property Casualty Trust Board to approve the settlement.

11:00 Safety Committee Meeting HR Specialist Kate Asbury, Undersheriff Jeff Schmalz, Public Health Director Erin Cross, Treasurer Lori Lynde, DES Coordinator Cyrina Allen, and Deputy Clerk and Recorder Lola Ashby were in attendance. Asbury reviewed the safety manual, training schedule, accident reports, building inspections, and noted the County plans to participate in the MT Shake Out. Asbury noted issues with Work Comp procedures, the placement of binders for Work Comp accidents in all buildings and her plans to expand the binders to include specific step by step guidance including drug testing provisions. Road Union President Phil Nardinger joined the meeting. Discussion regarding committee members. Discussion of State Fund Ergonomic assessments. Request to unlock back door of Courthouse during business hours so folks don’t have to continue to go around the building to gain access to the main Courthouse from Dispatch. Discussion about all offices in the building being secure offices, exposure to slips, trips, and falls when sending the public around building especially in the winter. Blain moved to allow the back door to remain unlocked during business hours; Miller seconded; discussion about programming the keypad so locking and unlocking happens automatically on a timer; motion carried.

11:30: Board of Health Meeting. Katie Day, Mary Cameron, Steve Stapp, Jason Mahoney, Sanitarian Director Barbara Krizek, Public Health Officer / DES Coordinator Cyrina Allen, Dick Nolan, Denise Rivette, Public Health Director Erin Cross, Sanitarian Jesse Guiterrez, Stacie Warehime, Cindy Swan, and Eric Stahal were present.
