Commissioner Bill Bullock, Appointed Joliet District Commissioner Scott Blain, and Administrative Assistant Angela Newell were present. Commissioner Tucker participated via phone.

9:00 Deputy County Attorney Shannon Foley and Contract Deputy Jacque Papez met with Commissioners. Have not had any further correspondence from EverPower. Jacque, County Attorney Alex Nixon, and Commissioner Bullock attended the Red Lodge City Council meeting this week to discuss outstanding items. For the Red Lodge Cemetery District Referendum, the County wants ownership issues corrected, an interlocal agreement for the administration of the district, and a legal description of the district created. They also discussed Victim Advocate and City Court agreements and de-annexation. It was noted the City does not have funding to split costs of surveying Rodeo Road as part of the de-annexation of the Fairgrounds.
10:30 Justice of the Peace L. Kevin Nichols met to swear in appointed Joliet District Commissioner Scott Blain. Ellen Blain, Eleanor Guerrero, Vern Adkins, Sheriff Josh McQuillan, Red Lodge City Council representative Maryvette Labrie, Dan Gainer, Red Lodge Mayor Mike Schoenike, Polly Richter, Deputy Clerk and Recorder Lola Ashby, Red Lodge Community Development Director Peter Italiano, Bill Larsen, Deputy County Attorney Shannon Foley, Civil Deputy Jacque Papez, and Red Lodge City Attorney Rebecca Narmore were present.
City of Red Lodge Representatives met with Commissioners to discuss the Red Lodge Cemetery District Referendum. They presented draft interlocal agreements for administration of the proposed Cemetery District and noted the City has approved a mail ballot election for the referendum. Dan Gainer noted the City has started discussions with the Drapers regarding ownership; they understand the ownership issue needs to be resolved prior to holding the referendum. Commissioner Bullock moved to postpone the date of the referendum referenced in resolution 2016-30 until a time all issues are resolved; Commissioner Blain seconded; motion carried. It was noted Clerk and Recorder Marcia Henigman will not provide her staff to create legal description for district.

11:00 Airport Board meeting. Red Lodge Mayor Michael Schoenike, Red Lodge Attorney Rebecca Narmore, Gordon Sirrine, Bill Larsen, Lonnie Sandford, John Ladvala., Willis Coffman, Lonnie Sandford, and Merrill Pfeifer were present.

1:15 Angela and Commissioners discussed Road Capital Improvement fund creation. Funds pulled from Airport CIP will be allocated to Road with $2,500 going into the Road Capital Fund.
