Commissioners Scott Blain and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Public Comment Period: Judith Gregory, Kari Everett and Doug Harrington from KLE Construction, Lisa Bennett, Rick Moser, and Mary Moser were present.
Kari and Doug from KLE met to discuss flood response invoices. Discussion of prep work for temporary bridges, Bullock was unsure if the costs were included Wadsworth’s costs for the bridges. Bullock does not recall deploying KLE for the prep work and is unsure who ordered the work. Discussion regarding loader for Town of Fromberg ordered by the All Hazard Incident Management Team at Nottingham’s request. Commissioners approved early check run to pay KLE invoices.
Judith Gregory met to discuss flood work that needs to be done before the next season and asked if Commissioners were willing to request the Governor allocate some of the budget surplus and ARPA money for agricultural relief money. Bullock noted the ARPA funds have been allocated for the County’s minimum allocation and Federal allocation. Bullock and Blain agreed that budget surplus is likely worthy of discussing especially in relation to the removal of flood debris and flooding mitigation for next years runoff.
Rick Moser noted the September 8th Agenda item for records destruction request. Newell clarified the Commissioners must authorize any department to destroy County Records. Moser noted his request is a minimum of two additional years retention.
Bennett request clarification on election machine use. Discussion of vault access and canvas that was conducted and the finding they believe point to fraud. Bullock noted his preference would be for legal action to be in regard to any allegations of fraud. Lisa stated that as a constituent would like to see the commissioners retain the records to avoid the legal expenses of law suit. Commissioners clarified that no action has been taken to date as the Clerk and Recorder’s Office had not formally requested to destroy records.
9:30 Red Lodge Mayor Kristen Cogswell did not have any City items to discuss.
10:00 Nixon met for his regular meeting. Discussed election integrity group this morning.
10:10 Meeting closed regarding Carrington Admin Leave.

Accounts Payable Clerk Piney Helmuth met to discuss claims. Blain moved to approve claims for special check run for KLE Construction for emergency response work related to the 2022 Spring flooding; Bullock seconded; motion carried.
