COMMISSIONERS’ PROCEEDINGS
August 6, 2018
Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Gary Levine from Spectrum Group Architects met with Commissioners regarding bids received for the Bridger Road Shop renovations and proposals for the Bridger Shop toilet renovation. Commissioner DeArmond moved to accept Morgan Contractors proposal for the Bridger Shop Toilet Renovation with the optional substitution and to accept Morgan Contractors Bid for the Bridger Shop Renovation; Commissioner Blain seconded; motion carried.
9:30 Commissioner Blain moved to adopt Resolution 2018-13 Road and Bridge Personnel Rates for Fiscal Year 2018-2019; Commissioner DeArmond seconded; motion carried.
Commissioner Blain moved to accept the product quote from Western Emulsions for the Joliet District’s asphalt millings project; Commissioner DeArmond seconded; motion carried.
10:00 Sanitarian Josh Juarez met with Commissioners for his monthly report (attached). His office issued 14 new food licenses in the last quarter including those for temporary food establishments. He is in the process of investigating a food complaint for the Dry Creek Saloon. Josh noted he performed a site inspection for a permit to establish a septage land application site; the site needs to be approved by the Sanitarian with confirmation from Planning that there are no zoning conflicts. Josh and Commissioners discussed moving Lori to the back office and Josh moving to the space DES is currently in. The only anticipated cost is a printer, copier, scanner as DES will be moving the existing machine to their new location. Josh noted he would need to purchase more toner, but could probably get by one more year with what he has. office move and possible copier cost. Commissioners noted Annie passed her floodplain exam. It is on their agenda to formerly appoint her as the County Floodplain Administrator by Resolution.
Commissioner Blain moved to accept District Court Fines and Fees Receipts Summary for July 2018; Commissioner DeArmond seconded; motion carried.
10:45 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly report (attached). Tom noted he had a good experience on his recent DNRC assignment. There have been a few fires in the County most have been lightening caused. The State’s criteria for considering fire restrictions are normal in the County at this time; Tom does not recommend implementing fire restrictions but to continue to use the burn permit system to restrict burning.

11:00 Commissioner DeArmond moved to approve the Emergency Management Planning Grant Reverted Funds Match Agreement; Commissioner Blain seconded; motion carried.
11:30 Commissioner Blain moved to approve employee time for July 22 – August 4, 2018; Commissioner DeArmond seconded; motion carried.
