COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Commissioner Blain moved to order flags be flow at half-mast through Friday August 10th in honor of former Justice of the Peace Elaine Higgins; Commissioner DeArmond seconded; motion carried.
DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding participating in a conference call with CODEAN regarding radio system engineering. Commissioners are unable to participate, but Angela will attend. Tom also noted the Bent Springs Fire in the Pryor Mountains is still smoldering. There are smoke jumpers, BLM firefighters, and other fire personnel on scene. Tom has shut down the burn permit system and anticipates it will remain closed for the foreseeable future.
9:00 Annie Gillespie met with Commissioners for appointment as Floodplain Administrator. Commissioner Blain moved to approve Resolution 2018-13 to appoint Annie Gillespie as the Floodplain Administrator for Carbon County Montana; Commissioner DeArmond seconded; motion carried.
9:20 Commissioner DeArmond moved to accept the Clerk and Recorders Monthly Deposit Reconciliation for July 2018; Commissioner Blain seconded; motion carried.
10:00 County Attorney Alex Nixon and Contract Civil Deputy Attorney Jacque Papez met with Commissioners. Commissioner noted there will be a conference call with CODEAN and Dunne Communications this afternoon regarding the radio system. Someone from the Attorney’s Office will try to participate to determine how these steps could affect litigation and to determine what if any notice needs to be given to Industrial Communications regarding their responsibility for maintaining the system. Jacque noted Burgen’s attorney has filed a motion for a scheduling conference to put the case on a trial schedule. Mr. Burgen has been diagnosed with cancer and would like to resolve the case. Defendants opposed the motion and requested pending motions be ruled on before a scheduling conference is called; those rulings may make a scheduling conference moot. Neither Commissioners nor the County Attorney have received a response from the City of Red Lodge regarding the revised City Court Agreement.
10:30 Safety Committee Meeting. Safety Coordinator Pam Schwend, Judy Prinkki, Jeff Schmalz, Jane Swanson-Webb, Rick Martin, and Nikki Bailey were present. The Committee discussed the recent MACo Liability review, scheduling a fire drill, and organizing annual building inspections.

11:00 Commissioners received 3 proposals for on call engineering services: GreatWest Engineering, Interstate Engineering, and Triple Tree Engineering. Commissioners will review proposals and select a contractor at a later date.
Commissioners approved Sheriff Josh McQuillan’s request to reopen the dispatch hiring pool with two pending vacancies.
