COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Miller and Bill Bullock and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioner Scott Blain was at a structure fire in Edgar.
Commissioners discussed fee schedules and would like to review fees for the new year; Newell will place on the agenda.
Discussed Fuel and Asphalt Bids. Discussed the possibility of a mid-construction season increase for asphalt.
Discussed Fuel allocations between the building and the Fair. Newell noted a Weed District invoice was incorrectly charged to Fair. The Fair expenditure will be reduced by about $2,000 when it is corrected.
9:40 Commissioner Scott Blain joined the meeting.
10:10 Justice of the Peace Kevin Nichols met to request a pay increase for Clerk Amanda Dove to the Clerk 2 rate now that she has completed her probation, Newell confirmed that the increase was budgeted for. Blain moved to approve the increase to Clerk 2 as requested; Bullock seconded; motion carried.
Blain provided an update on the Fromberg EWP project match requirements and the force labor costs and material volumes needed to meet the match. Blain also noted the required administrative fee (approximately $10,000) and mitigation fees (approximately $30,000) that must be paid in cash. Blain noted Mayor Tim Nottingham is proposing that affected landowners provide the required cash match. Discussion of the in-kind labor and materials for the match requirement for the project; there is a $145,000 match on the construction bid amount. Discussion of whether or not County road can accommodate the time for the project (Commissioners are not sure they have the capacity), discussion of one time shot of money and options to provide a cash match.
Discussed the balance of available ARPA money, allocation for senior centers for facilities and equipment, and the allocation for senior center commodities. Discussed the need for bathroom renovations at the Joliet Community Center.

Bullock moved to approve Resolution 2024-07 Allocating Wind Impact Fee Funds to Purchase $22,000 in Gravel for the Bridger Road District; Blain seconded; Miller noted he plans to budget for three (3) miles of gravel per year for the regular upkeep of roads over the 30-year life of the project; motion carried.
Bullock moved to approve employee time as presented; Blain seconded; discussed OT allotments for a number of department heads; motion carried.
10:47 Bullock moved to close the meeting for an HR discussion.
Bullock moved to approve meeting minutes for November 14, 2024, and revised minutes for November 16, 21, 28, 30, December 7, 12,14, 19, 26, and 28; Blain seconded; Newell noted that revised minutes were changed to reflect the appropriate page numbers but had no substantive changes; Motion carried.
Bullock moved to approve Justice Court End of Period Disbursal for January 2024; Blain seconded; motion carried.
