Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Public Health Director Erin Cross met with Commissioners for her monthly update. Bullock and Commissioners discussed Crisis Response Team Grant and the need to develop response protocols to ensure there are not any billing issues for those in crisis. Commissioners discussed grants and staffing levels; requested the open positions be hired (CTMG and Clinic Nurse) and then take a pause to re-evaluate and establish a chain of command and organizational chart for the Department. Commissioners complemented the work of the department and would like a chance to reevaluate priorities and chain of command. Discussed screening services and vaccination services being provided.
9:30 Red Lodge Mayor Kristen Cogswell met for her regular meeting. Bullock discussed concerns that have been expressed to him about inactivity for flood recovery. Her conversation with Jake at State DES is that they are working on contracts for debris removal. Discussion about what is the defined airport boundary and authority of the airport board.
Commissioners discussed the Cedar Wood Villa closing Friday and associated payments.
Discussed sale of property in Joliet purchased for the detention facility. Will be placed on a later agenda
Discussed Alternatives Services contract and issues with not monitoring, shortage of payments for monitoring.
Blain moved to approve the special check run for Cedar Wood Villa Purchase; Miller seconded; motion carried.
11:00 Commissioners discussed gravel crushing contract with Matriarch Construction. Matriarch wants additional work done in the Vukonich and Philips pits that was not part of the bid. Bullock moved to terminate the agreement with Matriarch Construction and to award the contract to the next lowest bidder for the Vukonich Pit (Quartz Construction); Blain seconded; motion carried. Miller noted as there was not another bidder for Philips that will have to be rebid.

11:45 Jody Klessens met with Commissioners regarding the petition to alter Lower Luther road. Bullock outlined the process going forward.
Brent Moore Interstate Engineering met for an update on bridge replacements for S East Side Road and Meeteetse.
12:00 Board of Health Meeting. Dick Nolan, Cyrina Allen, Barbara Krizek, Jeremy Eaton, and Becky Frank were present.
