COMMISSIONERS’ PROCEEDINGS       

 December 10, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

          8:30 Pledge of Allegiance.

          9:00 County Attorney Alex Nixon presented a Resolution for Prosecutorial Assistant in the case of State v. Jessica Croft. Commissioner Grewell moved to accept Resolution 2015-20 authorizing County Attorney’s request for Prosecutorial Assistance in the case of State v. Jessica Croft; Commissioner Tucker seconded; motion carried.

          County Treasurer/Superintendent of Schools Jane Swanson-Webb met with Commissioners regarding petition insufficiencies for school boundary changes.

          County Attorney Alex Nixon and Sheriff Josh McQuillan met with Commissioners to discuss the Inmate Detention Agreement with Rosebud County. Rosebud County will send their final draft with some minor changes later this morning.

          Josh believes the communications system is working as intended and has not heard complaints to the contrary.

          10:00 Election Administrator Judy Christensen, Lola Ashby, and Tom Kohley met with Commissioners for the Election Precinct Consolidations Public Hearing. Judy presented the proposed consolidation which would combine some of the smaller precincts creating 13 precincts instead of the 16 we now have. Judy detailed the cost savings from combining the precincts which would consist of $2,423 savings on judge costs and $6,945 savings on machine programing for each general election (based on 2014 election costs). There would be an additional savings when it is time to purchase new equipment; at 2006 prices the savings would have been $25,827. Commissioner Grewell moved to accept Resolution 2015-19 to Establish Election precinct Boundaries as presented; Commissioner Tucker seconded; motion carried.

          10:15 Commissioners received the final agreement with Rosebud County for Inmate Detention at $60.00 per day. The Agreement is substantially similar to the existing agreement with Gallatin County. Commissioner Grewell moved to accept Inmate Detention Agreement with Rosebud County; Commissioner Tucker seconded; motion carried.

          10:30 Clerk and Recorder Marcia Henigman met with Commissioners regarding the decision on what to do with tax deeded properties. The auction notice must include the fair market value as set by Department of Revenue, however the minimum sales price is set by the Commissioners and may be set in an amount sufficient to recover the full amount taxes, assessments, penalties, and interest due at the time the tax deed was issued plus the county’s costs in taking the tax deed and in conducting the sale.

          Commissioner Tucker moved to auction property identified as A parcel of land lying between Tract 2 of COS 1291 and Track A of Cos 1282 Amended approximately 34.89 feet wide and 331.75 feet long connecting Tract 3 of COS 1291 Amended with US Hwy 212, all as reflected on COS 1291 Amended at $1,000 minimum; Commissioner Grewell seconded; motion carried.

Commissioner Grewell moved to auction property identified as S01, T08 S, R20 E, Personal Property in Washoe House #115 at minimum of $520.01; Commissioner Tucker seconded; motion carried.

Commissioner Grewell moved to auction property identified as South 1/2 of Lot 8, Block 1, of Campbell Addition to Bridger at minimum of $2,000; Commissioner Tucker seconded; motion carried.

          11:00 Commissioner Grewell moved to make county board appointments, for those who sent in letter of interest to serve on boards, starting January 1, 2016 as follows:

          Rockvale Cemetery, Charles Williams, two year term (to get the board’s terms staggered as they should be) and Robert Williams, three year term

Bridger Cemetery, Allen Althoff, three year term

          Roberts Cemetery, Joe Allen, three year term

Fair Board, Chris Skorupa and Chad Massar, three year terms

Board of Health, Dick Nolan, three year term

Historic Preservation Commission, Marvin Keller, two year term

Weed Board, Scott Blain and Mark Giesick, three year terms

Commissioner Tucker seconded; motion carried.

Commissioners will work to find members to serve remaining open board positions.

          11:25 Deb Muth met with Commissioners regarding Planning Board member openings. Commissioners confirmed they have not received interest for the At Large positon and the Red Lodge District positon; both positions remain open.
