COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.
8:30 Pledge of Allegiance.
Public Comment: Dan McGee, Maura Procter, and Doris Davenport met with Commissioners to discuss the Davenport Major Subdivision. Ms. Davenport has requested the State pay for a subdivision so that a new parcel can be created for right-of-way for the Highway 212/310 Realignment. Monica Plecker was also present. Because of a 1998 subdivision on the parcel, further division requires major subdivision review. Because of the cost associated with the higher level of review and additional document requirements, the State is asking if it is possible to reduce the County fees. Monica noted that most of the review components already exist as they were prepared for the highway realignment; she will accept these documents, including the Environmental Assessment, for the Major Subdivision application.
Commissioner Grewell moved, subject to Planning Board recommendation, to reduce preliminary major subdivision plat fee to $1,000.00, and to waive park, rural address, weed inspection, weed bond, fire inspection, and historical evaluation fees; Commissioner Tucker seconded; motion carried.
9:10 Barb Beck, Montana Fish Wildlife & Parks (FWP) Regional Supervisor met with Commissioners to update them on Dept. Fish Wildlife and Parks issues. FWP does not currently have any plans for land acquisitions. Commissioner Grewell noted that the County owns a parcel on the river near Edgar between the old and new bridges that may make a good fishing and boat access point, and that the County may be willing to donate it to FWP. The also discussed the proposed elk shoulder season to help reduce elk population as it is over thresholds and the Mudsprings Wind Project eagle take issues. Commissioners requested that FWP include the developer in joint eagle count.
Commissioner Tucker moved to accept the Clerk and Recorder’s Monthly Deposit Reconciliation for November 2015; Commissioner Grewell seconded; motion carried.
Commissioner Tucker moved to accept November 30, December 7, and December 10 meeting minutes; Commissioner Grewell seconded; motion carried.
Commissioner Grewell moved to accept Baldwins landscaping proposals for work at the Courthouse and Pers. Services bldg. when 16-17 budget is accepted; Commissioner Tucker seconded; motion carried.
9:45 Clerk and Recorder Marcia Henigman and Sheriff Josh McQuillan met with Commissioners to review MACo training materials on employee job descriptions, and advertising and screening.
10:30 Tom Kohley DES Coord./GIS Mgr. met with Commissioners for his weekly update. He has responded to two controlled burns that were not activated; he spoke with landowners regarding the permit system. LEPC will be reviewing shelters for the Shelter 2020 plan and working to revise/review the Emergency Operation Plan. They also discussed overtime requests and Tom having the ability to adjust his schedule to accommodate planned activities outside of normal work hours.
