NOTICE:   Development Process Guide and Application for Residential/Commercial Property

COMMISSIONERS’ PROCEEDINGS        

         December 19, 2016

         Commissioners Doug Tucker, John Grewell, and Administrative Assistant Angela Newell were present.

8:30 Pledge of Allegiance.

Bill Bullock met with Commissioners to inquire about the process for filling the upcoming Red Lodge District Commissioner vacancy. Commissioners will post a notice soliciting applicants no earlier than 40 days before the vacancy occurs as per statute.

10:00 Joel Bertolino, Earl Atwood, and Sue Taylor from the Beartooth Resourse Conservation and Development District met with the Commissioners to review 2016 activities and for the approval of the 2017 Memorandum of Understanding. Bill Foisey Red Lodge City Council was also present. Commissioner Grewell moved approval of 2017 Memorandum of Understanding; Commissioner Tucker seconded; motion carried.

Commissioner Tucker moved to accept the Amended Clerk and Recorder Monthly Deposit Reconciliation for November 2016; Commissioner Grewell seconded; motion carried.

Commissioner Tucker moved to approve meeting minutes for December 1, 2016; Commissioner Grewell seconded; motion carried.

10:30 Sheriff Josh McQuillan met with Commissioners regarding transferring a Chevy Tahoe to the Town of Bridger. Commissioners requested a letter from the Town of Bridger requesting the vehicle. A notice will have to be posted in the paper per 7-8-101 MCA.

Commissioner Tucker moved to accept December 5th and 8th minutes; Commissioner Grewell seconded; motion carried.

11:00 Tom Tschida, Martha Brown, and Carol Nash met with Commissioners regarding Property Assessed Clean Energy (PACE) Program. The Program uses private capital to funds to provide loans for energy efficiency upgrades; the loans are repaid through an assessment on property taxes collected by the County. If the State Legislature approves the program Carbon County would have the opportunity to opt. into it. Attendees requested the Commissioners send a letter of support to the Montana Association of Counties (MACo) for the program. Commissioner Grewell noted he does not have any issues with program if there are not costs to the county, but it is too late to get the issue on MACo platform for the 2017 Legislature.

 

Martha Brown noted the City of Red Lodge will be hosting a Local Government Center workshop for the two new City Council members in January and invited the Commissioners to attend. Commissioner Grewell noted the training may be beneficial to new members of county boards.
