Commissioners Scott Miller and Bill Bullock were present.
8:30 Pledge of Allegiance.
Justice of the Peace Kevin Nichols and Geospatial Information Systems Coordinator / Fire Warden Tom Kohley were present,
Commissioners and Nichols discussed the Justice Court document destruction request. Nichols clarified the documents are to be destroyed as standard protocol, all tickets have been entered and everything reported to the state. The Court is following standard record retention schedules from the Secretary of State office. With his presence and guidance, Bullock moved to approve the record destruction request, Miller seconded, motion carried.
Kohley had Miller sign the Federal Firefighter Property (FFP) form for the Fromberg skid steer, and Miller signed and finalized the shipment of the skid steer to Fromberg.
9:00 Closed meeting with Public Health Director Erin Cross
9:05 Meeting reopened.
Cross discussed the Community Health Improvement Plan (CHIP). Bullock moved to approve CHIP agreement and authorize e-signature; Miller seconded; motion carried.
9:50 Meeting closed to discuss personnel issue; HR Specialist Kate Asbury was in attendance.
10:40 Meeting reopened.
Asbury met for her monthly update (attached).
Bullock moved to approve November 30 minutes; Miller seconded; motion carried.
11:00 Commissioner Scott Blain joined the meeting.
Tyler Lindbloom and Brent Moore from Interstate Engineering joined the meeting to discuss flood recovery projects. Riverview Lane permits were presented and signed. Discussed bid package and schedule for the Riverview Lane Bridge and Lovers Lane projects. Discussed Rushwater Road repairs on the East Side of Hwy 310 and challenges to repairs due to the dewatering required and the enormous cost. Discussed the possibility of abandoning the road; Miller will discuss with landowners.

Discussed additional seeding applied for erosion control outside of what was originally anticipated. Believe it is within the scope of what was approved by EHP and should not cause any issues with FEMA’s environmental review.
Bullock moved to approve Riverview Lane Bridge and Lovers Lane projects for bid; Blain seconded; motion carried.
Election Administrator Crystal Roascio discussed the response to the latest record request from Bennett; some requested documents are sealed.
12:00 Lunch

1:00 Airport Board Meeting. Merrill Pfeifer, Steve Smith, Bo Ewald, Jeff Wise, Gary Harem, Pete Critelli, and Denise Rivette were present.
