COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed items in Cedar Wood Villa and potential uses for various county departments.
Miller moved to approve Justice Court End of Period Disbursement for November 2022; Blain seconded; motion carried.
DES Coordinator Cyrina Allen joined the meeting for Public Health Strategic Planning. As Public Health Director Erin Cross is out sick, the meeting will be rescheduled. Allen updated Commissioners on upcoming LEPC exercises. Discussed storage of items for the Town of Fromberg, Commissioners requested an indemnification agreement be prepared outlining terms. Discussed Friday’s meeting with State DES regarding issues with FWP permitting of debris removal.
Blain moved to adopt Resolution 2022-28 Appointing A Special Deputy County Attorney under Mont. Code Ann. § 2-15-501(6) in the case of Nathan Joel Atkins; Miller seconded; motion carried.
Commissioners discussed the first payment from the Local Option Marijuana Tax in the amount of $7,573.04. Newell noted it was deposited into the General fund, but would like to discuss tracking/expenditures of funds going forward as the resolution calling for the election specified facilities and road/bridge infrastructure as the appropriate uses of the Marijuana Tax Revenue.
Sanitarian Assistant Lori Kane met with Commissioners regarding the Tomahawk restaurant and whether or not there were still cabins on the property. Miller and Blain both believe the cabins have been removed.
Miller moved to accept employee time; Blain seconded; motion carried.
Discussed complaints from Vargas regarding plowing on their road. Discussion about the road being priority 3, and some of the road in question going through Crow Reservation. Miller noted their persistence has been stressful for his road crew. Miller noted he has had numerous conversations with the land owners regarding the maintenance priority of the road and has also relayed that information to dispatch.

10:00 Commissioners discussed policy revisions. Bullock noted HR Specialist Kate Asbury has sent the draft policy to the Road Union. Bullock moved to approve the Children and Visitors in the Work Place policy as drafted; Blain seconded; motion carried.
Blain moved to approve Commissioners Proceedings for November 10, 2022; Miller seconded; motion carried.
11:00 Commissioners discussed the possible auction of County property in Joliet. Newell noted past discussions regarding property. Bullock does not believe there are issues with putting it up for sale even with possible workforce housing considerations. Blain agreed that it is worth looking at what the County can get for the property, but would like to explore the possible benefits to the school or town of Joliet.
Blain moved to begin the process of auctioning the property; Bullock seconded; Miller noted his desire to recuperate costs associated with purchase of property and detention center planning; motion carried.
11:30 Blain moved to approve Resolution 2022-27 Fiscal Year Budget Amendment #1; Miller seconded; motion carried.
12:00 Airport Board meeting. Present: Merrill Pfeifer, Steve Smith, Gary Harem, Mark Derudder, Bo Ewald, Jeff Wise, Lance Bowser, Barbara Krizek, and Brian Hannah.
