Commissioners Scott Blain and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed gravel crushing and soliciting vendors to bid the Phillips Pit.
Commissioners discussed County organization, website redesign, building redesign, and planning for possible staffing additions in various offices.
9:00 Commissioners discussed letter drafted by Gallatin and Valley Counties regarding Medicaid Rates for Nursing Homes. CCN Reporter Denise Rivette was in attendance. Bullock moved to accept, endorse, and sign on to a letter with the addition to the second to last paragraph the they will receive quality care in their home counties; Blain seconded; Rivette endorsed their acceptance. Motion carried.
9:25 Blain departed to be sworn in.

9:40 Blain returned and joined the discussion with Red Lodge Mayor Kristen Cogswell. Discussed 7D Subdivision last week; Commissioners approved the preliminary plat noting the lighting can be addressed through the Zoning Development Permit process should that become an issue.

Blain moved to approve Commissioners Proceedings for December 8, 13, and 15, 2022; Bullock seconded; motion carried.

10:00 County Attorney Alex Nixon met for his regular meeting. Discussed the Alliance for the Wild Rockies vs US Forest Service hearing tomorrow with regard to the Greater Red Lodge Area logging project; Bullock and Papez will participate remotely in support of the County’s Amicus Brief. Nixon noted conflicts of interest in two cases and last week’s request for assistance for elder abuse case. Blain moved to approve Resolution 2022-29 and Resolution 2022-30; Bullock seconded; motion carried.

Discussed Spencer’s memorial service at the Fairground. Bullock moved to suspend renter insurance requirement for the memorial; Blain seconded; it was noted the Fair Board has waived the rental fee; motion carried.
