Commissioners Scott Blain, Bill Bullock and Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance.

Commissioner Bullock noted that there is a vacancy on the Red Lodge/Roberts Ambulance Board; Fire Chief Tom Kuntz and Deputy Fire Chief Tim Ryan are working to fill it.

Commissioner Blain plans to attend tonight’s Joliet Town Council meeting to finalize the Annexation for the proposed Detention Facility property through the County’s Application for Enlargement of Services.

Commissioners appointed County Attorney Alex Nixon, Sheriff Josh McQuillan, and Clerk and Recorder Christine Stovall as the Elected Officials for the 2021-2022 Compensation Board.

Commissioner Blain moved to approve the appointment of Terry Ludtke to the Clarks Fork Valley TV Dist #1 for the remainder of Bill Kroll’s 3-year term expiring December 31, 2022; Commissioner Miller seconded; motion carried.

9:30 Commissioner Miller moved to approve the Public Health Emergency Preparedness Grant renewal (Task Order 20-07-6-11-006-0 Amendment Number Two); Commissioner Blain seconded; motion carried.

Commissioner Miller moved to approve Employee Time as submitted; Commissioner Bullock seconded; motion carried.

1:00 Proposed Detention Facility Owner’s Construction Representative Request for Qualifications (RFQ) Award. Proposals were received from Hulteng CCM, Inc and Arete Design Group. Sheriff Josh McQuillan and Shane Swandal of Hulteng CCM, Inc joined the meeting. In the RFQ Candidate Assessment scoring, Hulteng scored 93 points while Arete scored 79 points. Commissioner Blain moved to approve the Request for Qualifications Proposal from Hulteng CCM, Inc; Commissioner Miller seconded; discussion that Hulteng, CCM Inc has extensive experience in Detention Facility construction in Montana and that their references spoke very highly of their work; motion carried. Swandal outlined next steps.
