COMMISSIONERS’ PROCEEDINGS
February 6, 2020
Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, Commissioners Secretary Barbara Daniel, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Commissioner Blain noted that Carbon County received an agricultural Disaster Declaration from the Governor’s office for beet farmers who experienced severe losses last harvest season.
Newell presented that interest on Wind Impact Fees runs about $5k/month. Discussion about how to allocate interest and principal. Commissioners will sign a Resolution for Wind Impact Fee Distribution in March.
Commissioner Blain motioned to extend the South-Central Montana Regional Mental Health Center Contract for Mental Health and Chemical Dependency Services through June 30th, 2020; Commissioner Bullock seconded; motion carried.
9:00 Commissioner DeArmond moved to accept the Certificate of Survey for the Re-alignment of East Pryor Road; Commissioner Bullock seconded; motion carried. Clerk and Recorder Christine Stovall joined the meeting and recommended that the Petition to Alter and Abandon the old road be initiated.
9:30 Red Lodge City Council members Mary Cameron and Dave Westwood joined the meeting. Discussion regarding the City’s Resort Tax initiative. Commissioner Bullock recommended the City Attorney consult with the County Attorney for assistance with the Resort Tax ballot issue and that the City keep in close communications with the County’s Election Administrator, Macque Bohleen. Discussion regarding the City’s initiative to renovate the city pool.
10:00 County Attorney Alex Nixon and Contract Civil Attorney Jacque Papez joined the meeting for the County Attorney’s regular meeting. Commissioners discussed purchasing options for the Stevens Joliet land parcel for the proposed Detention Facility. Counsel recommended a Buy-Sell Agreement with contingencies and earnest money and obtaining utility easements.
Commissioner Blain motioned to approve Resolution 2020-04: Prosecutorial Assistance State v. Minchow; Commissioner DeArmond seconded; motion carried.

Discussion about a letter received from Melt Martin PC, legal representatives for Meeteetse Meadows Homeowners Association regarding snow removal. Any future interactions between Meeteetse Meadows HOA and the County will be through respective attorneys.
11:00 Commissioner Bullock left the meeting for an appointment.
Commissioner DeArmond moved to approve the 2020-2021 MACo Property Casualty Trust Renewal; Commissioner Blain seconded; motion carried.
Commissioner Blain motioned to approve claims for January 2020; Commissioner DeArmond seconded; motion carried.
Commissioner DeArmond motioned to approve Commissioners Minutes from January 14th and January 16th, 2020; Commissioner Blain seconded; motion carried.
11:20 Commissioner Bullock returned to the meeting.
Commissioners discussed setting town meetings throughout the County in mid-March to communicate with citizens about the upcoming Detention Facility Ballot measure.
