COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioner Bullock noted he met with Weed Coordinator Brian Ostwald. The City of Red Lodge has requested the County run the City’s weed program. The City would like this service for free. Brian will get on the Commissioners’ agenda for a formal County response.
9:00 Commissioners participated in a conference call with Guss Byrum and Maria Jackson with Montana Department of Commerce (DOC) regarding the TSEP Planning Grant. The Commissioners would like to reallocate unused funds on a County Wide Capital Improvement Plan (CIP) rather than a bridge specific CIP. DOC will need a formal letter requesting a change in the scope of the grant from a bridge CIP to county wide CIP.
9:15 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding moving snow for access to radio towers for new system install.
Clerk and Recorder Christine Stovall and Deputy Clerk and Recorder Lola Ashby met with Commissioners regarding asset inventory. There are a number of departments who have failed to report their revised asset inventory after the policy was revised in spring 2018. Commissioners requested a letter be sent to delinquent departments with a March 31 deadline. Commissioners will not hold preliminary budget meetings until the inventory list has been returned. Commissioners discussed having Lola go back to entering items based on claim reports.
10:00 Commissioners discussed asset disposal, especially with regard to tires and other items that the county does not have use for. They would like to hold a sale annually in May.
10:10 Deputy County Attorney Shannon Foley met with Commissioners. They discussed drainage issues in the sally port. Per Shannon’s discussions with Spectrum Group Architects, Gary believes it is evident that the intent of the addition included positive drainage. That change in purpose was never formally approved by the Commissioners. The project contract puts the burden of a change in purpose and design on architect.
Commissioner Bullock moved to approve claims for January 2019; Commissioner DeArmond seconded; motion carried.

10:40 Sanitarian in Training Cortney Lynde, Assistant Lori Kane, and Travis West met with Commissioners regarding a sanitarian training plan. Commissioner Bullock moved to approve the revised contract with Engineering West to provide Sanitarian in Training Services; Commissioner DeArmond seconded; motion carried.
