Commissioners Scott Blain, Bill Bullock and Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance

Commissioners attended a meeting of the Detention Facility Citizen Advisory Committee last evening; the minutes from the Committee’s January 6, 2021 meeting were approved (see attached). Discussion regarding selecting an optimum date for the bond election; Commissioners selected August 3, 2021. Concern regarding Spectrum Architect’s subcontractor Lombard Conrad Architects over inaccuracies discovered in their construction cost projections.

9:30 Red Lodge Mayor Bill Larson joined the meeting for an update. Larson detailed the City’s stormwater project. Discussion regarding the airport’s “safe zone” and a property just North of the airport; the Lutheran Church is coordinating with their architect, the Airport Board, and Community Development Director James Caniglia regarding construction. Discussion regarding the COVID-19 vaccination schedule.

10:00 County Attorney Alex Nixon met to discuss ongoing issues. The County’s Application for Enlargement of Services for the proposed Detention Facility will be on the Town of Joliet’s Council meeting agenda. Litigation with Industrial Communications is on-going. Discussion regarding the County Attorney’s paralegal vacancy and job posting specifically pertaining to proposed wage scale; Commissioner Bullock provided a wage comparison with District Court; Nixon would like to have wages Dependent on Experience and not tied to a Clerk scale; Commissioners supported. 10:20 Meeting closed to discuss a personnel issue; 10:35 meeting re-opened. Commissioner Miller detailed discussions he has had with the Big Sky Passenger Rail initiative; Commissioner Bullock expressed concerns that the Authority hasn’t made progress in getting across Wyoming to Colorado, so Carbon County is moot at this point.

Commissioner Miller moved to accept the Justice Court End of Period Disbursement report for December 31, 2020; Commissioner Blain seconded; motion carried.

11:45 Public Health Nurse Roberta Cady met with Commissioners to approve an amended contract for Department of Public Health and Human Services (DPHHS) Task Order Number 21-07-4-31-104-0 Immunization Services for an increase of $9,934 to provide additional funding to participate in COVID-19 vaccination planning.
