COMMISSIONERS’ PROCEEDINGS       

          January 29, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.  

8:30 Pledge of Allegiance.

Carbon County News reporter Eleanor Guerrero met with commissioners for public comment period. Commissioners updated her on the status of 2015 PILT payments. At this time Congress has not appropriated full funding for PILT.

9:00 Brent Moore met with Commissioners. The Planning Board has finalized the  growth policy update and recommended it for adoption by the Commission. Brent also asked that the Commissioners appoint a new Planning Board representative for the Joliet District as current representative Mike Schara has not attended a meeting in over a year.  

County Attorney Alex Nixon joined the meeting to discuss Western Ranch Estates potential violations of the Flood Plain Regulations. Brent provided copies of the draft letter that will be sent to the Western Ranch Estates Home Owner Association regarding what regulations may be violated.

Brent updated Commissioners regarding other planning issues including investigation into potential violations of the Building for Lease or Rent Regulations at the Boyd Store and permits for work done in the flood plain near Two Mile Bridge Road.

9:30 Road Superintendent Shawn Mains met with Commissioners to discuss road maintenance issues. 

10:00 Marilyn Tapia and Shawn Hines RiverStone Health met with Commissioners regarding Sanitarian Services Contract Renewal. They have noticed a significant increase in services for Carbon County and are proposing a contract increase from $29,000/yr to $37,700/yr. The majority of the increase has been due to plan reviews. Commissioners propose extending current agreement until June 30, 2015 and enter into new agreement July 1, 2015 so that the contract cycle is on the County’s fiscal year. Commissioner Grewell moved to continue with the existing agreement until June 30, 2015; Commissioner Tucker seconded; motion carried.

Commissioner Prinkki asked about  the public health branch of RiverStone Health as the Commission is considering going out for bid on the public health contract. The Commissioners would also like RiverStone Health to attend the next Board of Health meeting to discuss cooperative public health services.

10:30 Commissioners discussed New Annex office leases.

11:00 Weed Department Coordinator Brian Ostwald, Road and Bridge Superintendent Shawn Mains, District Court Clerk Rochelle Loyning, Treasurer Jane Swanson-Webb, Clerk and Recorder Marcia Henigman, Justice of the Peace Kevin Nichols, and Sheriff Josh McQuillan met with Commissioners for County Department Head meeting.
