COMMISSIONERS’ PROCEEDINGS
January 4, 2024
Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.
8:30 Pledge of Allegiance.
Denise Rivette met with Commissioners and discussed water tables and aquafer levels and whether or not there was a state agency that monitored.
Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met regarding Fire Fighter Protection surplus equipment that was delivered. Bullock noted fluids have been drained and some of the lines have been cut on the Mules; they will need repairs before they will be operational.
9:00 Public Health Director Erin Cross met for her monthly update. Presented purchase requests for Piedmont that was previously approved verbally and the purchase request to attend a training for RN CEU; both approved. Cross presented her written report (attached). Cross discussed the frequent requests for assistance with State and Federal public assistance applications. Commissioners requested Cross track staff hours and the number of people seeking this assistance to help push a conversation with the State to bring the Office of Public Assistance back in county.
Bullock moved to approve Commissioners Proceedings for December 26th and 28th; Blain seconded; motion carried.
Bullock moved to accept the District Court End of Period Disbursement, Treasurer Cash Report, and the Clerk and Recorder Monthly Deposit Reconciliation for December, 2023; Blain seconded; motion carried.
9:30 Red Lodge Mayor Dave Westwood was in for his regular meeting. Discussed EPA Pipe inventory and the possible deannexation of a parcel in the Red Lodge Country Club Estates, and possible effects on the Special Improvement District. Also discussed Airport Interlocal Agreement; Commissioners are meeting on January 23rd to consider the City’s version of the Agreement. Westwood and Commissioners discussed process to settle on a new agreement; Bullock proposed redlining the City’s agreement with the County’s changes, for consideration by Red Lodge and Bridger.
10:30 Bullock moved to approve hiring authorization for Temp FEMA Clerk for up to 20 hours per week; Miller seconded; motion carried.
Miller discussed reopening gravel pit off Teesdale Lane. Miller is not sure Pelican’s place in Belfry has enough room.

10:50 Blain moved to appoint Commissioner Miller to another term as the County’s representative on the Big Sky Passenger Rail Authority; Bullock seconded; motion carried.
11:00 Disaster and Emergency Services (DES) Coordinator Cyrina Allen met for her monthly update. 144 cu yds, woody debris removed from Stillwater, Carbon, Yellowstone; about 50k from Carbon. Reviewed rock debris totals by site.
Commissioners approved Allen to attend Emergency Management Institute April 8-12 and the Preparedness Summit March 25-28.
Discussed PIO transition and getting schedule set Monday – Thursday 9:00-2:00. OT would have to pre-approved.

12:00 Board of Health meeting. Dick Nolan, Sanitarian Barbara Krizek, DES Coordinator Cyrina Allen, Public Health Director Erin Cross, Sanitarian Jesse Gutierrez, Assistant Lori Kane, Rod Ostermiller, and Denise Rivette were present.
