COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prikki were present.
8:30 Pledge of Allegiance.
Commissioner Tucker moved to accept meeting minutes for December 11, 2014 as reviewed; Commissioner Prinkki seconded; motion carried.
8:40 Treasurer Jane Swanson-Webb met with Commissioners regarding contract for Superintendent of Schools with Jerry Scott. Mr. Scott had a number of issues with the contract and has not yet signed it.
8:50 Planning Director Brent Moore met with Commissioners to discuss planning issues. He has received a number of calls regarding the Mud Springs Wind Project development permit. Has also received complaints regarding potential Building for Lease or Rent Regulations.
9:20 Commissioners reviewed operating resolutions. Commissioner Tucker moved to appoint Commissioner Prinkki as presiding officer for 2015 and 2016; Commissioner Grewell seconded; motion carried. Mileage reimbursements will be adjusted to match the federal rate.
9:30 Road and Bridge Superintendent Shawn Mains met with Commissioners regarding the Carbon County snow plowing policy (RES 2001-19). Commissioners requested that Mr. Mains use his best judgement in scheduling after hours and weekend plowing.
10:00 Clerk and Recorder Marcia Henigman met with Commisisoners to discuss County owned real property described as S33, T09 S, R25 E, NE4SE4, NW4SE4 80 acres. This property was taken for tax deed and the County has retained ownership. A surrounding land owner has expressed interest in purchasing the parcel. The parcel was retained because of the potential mineral interests. Because the property was taken by tax deed the County would only be able to maintain 6.25% of the mineral interest if the parcel was sold at acution. Commissioners would like to investigate the possiblility of future mineral development on the parcel and would like to talk to the interested party about interest in bidding on the parcel.
11:00 Trautie Perrie Forest Service Ranger met with Commissioners to discuss how Carbon County can work with Forest Service on projects specifically the Gorilla and Horseman Flats vegetation/fuel reduction projects. Scoping started in 2012, the draft Environmental Impact Statement (EIS) requesting public comments was released in April 2014, and the final EIS was released in September 2014. They are currently in the objection period and have recived 6 objections on the timber sale component. It would help the Forest if County participated in objection resolution meetings (or Custer Gallatin Working Group members participated).
11:40 Alvin Ellis Jr. met with Commissioners regarding snow plowing over the Christmas weekend.
