Commissioners Doug Tucker and Scott Blain and Administrative Assistant Angela Newell were present.

9:00 Red Lodge Schools Superintendent John Fitzgerald and School Board Member Bob Bilyeu met with Commissioners regarding leasing ground to build a bus barn. Commissioners confirmed the Fair Board is not interested in leasing ground at this time.
Commissioner Blain moved to approve December 2017 Claims; Commissioner Tucker seconded; motion carried.
10:00 County Attorney Alex Nixon met with Commissioners. They discussed the New and Expanding Industry Applications from the Mud Springs et. al. wind project. The discussed the conditions placed in the previous resolutions and what conditions the Commissioners would like to place on the application if they decide to approve the application such as a limitation on tax protests.
10:30 DES Coord. / GIS Mgr. Tom Kohley, Sheriff Josh McQuillan, and Garrett Johnson and Gary Habel with DIS Technologies met with Commissioners regarding the award of 911 Call Taking Equipment Proposals. Tom discussed the process used to evaluate proposals which included the maintenance agreement proposal, user interface, responses to questions, and overall cost of the system. Sheriff McQuillan and Tom Kohley recommend accepting the proposal from Zetron Max as it was the low proposal totaling $114,718 and propose DIS Technologies as their local technical partner. Tom noted the 5-year maintenance costs were the biggest factor in the cost variations between the proposals. Commissioner Blain moved to award 911 Call taking proposal to Zetron; Commissioner Tucker seconded; motion carried.
DES Coord. / GIS Mgr. Tom Kohley reviewed his monthly report (attached). The Joliet emergency siren will need a larger electrical box than the original proposal. Tom noted the deadline for the next Homeland Security Grant cycle closes in March; he recommends the County apply for a grant for portable digital traffic control signs and a trailer to transport them. Tom also reviewed the draft matrix developed to evaluate subdivision fire risks and corresponding requirements being proposed.
Commissioner Blain moved to approve claims for an additional December check run; Commissioner Tucker seconded; motion carried.

11:35 Sanitarian Josh Juarez met with Commissioners for his monthly update. He noted his office is in the process of sending out 2018 licenses; none will be withheld this year for deficiencies. He will be holding two septic installer trainings to help streamline the septic permitting and inspection process. Josh noted there are approximately 40 installers licensed by the County although he does the most work with 5-10 of them. He met with the new Floodplain Administrator Annie Gillespie last Thursday to start training her; Josh noted she had already done quite a bit of research and seemed to have a good grasp on the terminology.
Commissioners approved employee time for December 24, 2017 – January 6, 2018.
