Commissioners Scott Blain, Bill Bullock and Scott Miller; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Weed District Coordinator Brian Ostwald joined the meeting to discuss his Preliminary Budget. Also discussed non-compliance weed spraying. Discussion regarding creating large non-compliance spraying funding.
Miller moved to accept the DIS proposal for Public Health Computer/Servers; Blain Seconded; motion carried.
9:30 Blain moved to approve the Letter of Engagement with Olness & Associates for Audit Services; Miller Seconded; motion carried.
10:00 Craig Pester from Tractor & Equipment Company, met with Commissioners to discuss Motor Grader Bidding process and replacement schedules. Pester noted SB 171 (effective October 1st) will allow counties to engage in cooperative purchasing authorities to satisfy bid requirements rather than individual entity bids. Current motor grader replacement schedule is every 9 years; Pester proposed a 4000 hours/4 year replacements based on reduced tire costs and increased trade value. Good value is $25-30/hr of operation. Repair costs increase significantly once the machine exceeds 4000 hrs. There is another significant increase in per hour maintenance costs once the machine exceeds 8000 hours. Discussion regarding warranties and associated purchase costs depending on the scope of the warranty. 3 yr 3000hr $6,500; 7 yr 7000hr $30,000. Discussion regarding lease options and associated costs; Pester has calculated the lease cost to be in excess of $30/hr.
11:31 Greg Brill met with Miller regarding Meeteetse Trail road improvements. He would like to develop his property. Discussed FEMA mitigation grant related to Robertson Draw Fire impacts.
Miller moved to approve June 22 Commissioner Proceedings for June 22, 2021; Bullock; motion carried.
