Commissioners Scott Miller and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Brent Moore met with Commissioners to discuss ARPA Allocation to Joliet and scope of wastewater system extension. Commissioners confirmed that they would like the 670’ that was proposed for the detention facility to be included in the scope of work.
9:30 City Planner Cortney Long met to discussed City’s Tax Increment District (TID). Department of Revenue (DOR) Area Manager Chad Beckman and Treasurer Lori Lynde were in attendance. Discussed new DOR staff, City’s TID, East Rosebud Cabins and tax treatment. Newell noted the TID Software is $5,400 annually with 2022 as the base year Revenue wouldn’t be collected until 2023 taxes. Beckman’s GIS staff have mapped the District. Long confirmed the revenues from the district can be used to pay for the software as an administrative cost. Newell will draft an MOU regarding the County making the initial payment for the software and the use of TID revenues as reimbursement.
Miller moved to approve Commissioners’ Proceedings for July 5 and July 7, 2022; Bullock seconded; motion carried.
Geospatial Information Systems Coordinator / Fire Warden Tom Kohley joined the meeting to discuss a burn permit violation.
10:00 County Attorney Alex Nixon joined for his regular meeting. Continued discussion regarding burn permit violation; Kohley will work with Nixon’s office for citation.

10:15 Blain joined the meeting

10:30 Superintended of Schools Lori Lynde and Assistant Lori Kane me with Commissioners for the Request for Proposals for Contracted Superintendent of Schools. On response was received. Blain moved to accept the proposal for the Contract Superintendent of Schools from Ken Adams; Miller seconded; discussion about Adams desire to be more active with individual schools. Motion carried.

10:50 Blain departed.

Bullock moved to approve the invoice for geo technical engineering for permanent bridges on East Side Rd and Meeteetse Trail; Miller seconded; motion carried.
