Commissioners Scott Blain and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Bullock moved to approve the corrected minutes from April 11 – April 25, 2023 correcting the page numbers; Blain seconded; motion carried.
Bullock moved to approve minutes for April 27 and May 2, 2023; Blain seconded; motion carried.
9:00 Public Health Director Erin Cross met with Commissioners. Bullock moved to approve the Public Health Emergency Preparedness grant agreement; Blain seconded; motion carried.
Bullock moved to approve the Crisis Diversion Grant Agreement; Blain seconded; motion carried.
9:55 Representatives from NorthWestern Energy met to discuss pole replacement and traffic effects. Commissioners advised Airport Road is a City street and they will need to consult with the City.
10:00 HR Specialist Kate Asbury met for her monthly update. Reviewed written report (attached).
10:30 Bullock moved to approve employee time as submitted; Blain seconded; motion carried.
11:00 Greg Nelson met for the petition to name an alley in Edgar between Elwell Street and Wyoming Street. GIS Manager Tom Kohley and Clerk and Recorder Macque Bohleen were in attendance. Kohley reviewed the petition request and noted changing the name from the plat has been problematic in the past. Discussion of public easement and right for the public to use the easement. Nelson noted parking concerns with the Edgar Bar. Discussion of benefits of naming the alley for deliveries. Bohleen presented the Deed confirming the County has right-of-way for the alley and that Nelson cannot restrict access. Discussion if alleyway right-of-way allows for parking for the bar. Discussion of petition signers’ proximity to the road in question. Discussion about signage. Blain noted the County is probably not interested in abandoning the right-of-way. Blain moved to name the alleyway that runs east and West between Wyoming St. and Elwell St. as “Fordhenge Alley” from the intersection of Loveland Ave to the intersection of NP Avenue; Bullock seconded; discussion of leaving the other side of the alley as is so no addresses are affected; motion carried.
Commissioners reviewed the draft letter of response to the City of Red Lodge in regard to letters received last week from the Council and Mayor concerning the Joint Airport Board Agreement. The letter was executed with Miller providing authorization for use of his signature stamp.
