June 21, 2018
Commissioners Roberts ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Commissioner Blain moved to accept the District Court Fines and Fees Receipts Summary for May 2018; Commissioner DeArmond seconded; motion carried.
9:00 DES Coord. / GIS Mgr. Tom Kohley and Floodplain Administrator Annie Gillespie met with Commissioners regarding the proposed Deputy DES Director or DES Assistant position. Tom discussed administrative duties the position would help with including assistance with managing emergency plans and grants and assistance with volunteer management. Annie noted there are some overlaps between DES and Floodplain for community outreach required by FEMA. Tom noted most of the duties are administrative but he would like the individual to eventually be trained to fulfill the deputy role. Tom noted historically DES Director did not perform Rural Addressing duties; it was historically contracted. Commissioner Blain moved to approve the Deputy DES Coordinator job description with amendments to educational requirements at to advertise internally for DES Deputy for period of 5 days; Commissioner DeArmond seconded; motion carried.
Commissioner Blain noted has had some questions regarding the County hauling gravel to Cottonwood road between the current end of the gravel and where it intersects with Taylor road. He noted after checking with the Clerk and Recorder there is not an easement past Mike Grewell’s house. That portion of Cottonwood road was petitioned to be a County Road in 1922; it was never adopted by the County.
9:55 Commissioner Blain moved to approve Commissioners Proceedings from May 17, 21, and 23; Commissioner DeArmond seconded; motion carried.
10:00 County Attorney Alex Nixon and Deputy County Attorney Shannon Foley met with Commissioners regarding County Business. The meeting was closed to discuss a personnel issue.
10:20 Meeting reopened. Shannon noted the complaint against Industrial Communications and Electronics for the Simulcast Radio System has been filed; Industrial has acknowledged receipt of service. Commissioner Bullock noted his meeting with contractor and architect regarding the Court House addition. They will investigate options to put some cuts in the floor of the sally port to facilitate drainage. The contractor will also address stair heights and the other issues in Spectrums report. Commissioner Blain noted the Joliet Shop has been maintaining a portion of Cottonwood road for about 15 years that the county does not have an easement for; he asked how maintenance should be handled going forward.

Alex asked for email with facts to evaluate. Commissioner Blain noted there is a major repair project that needs to be done and it is not a benefit to the County to have as a county road. Alex noted historically County has put duty on residents to petition the County to adopt the road and has ceased maintenance once it was discovered no road easement existed.
10:35 Airport Board meeting. Board members Wally Zook, Willis Coffman, John Ladvala, and Lonnie Sanders and Sara Ewald, Dave Escherich, and Tyler Rae were present. Wally moved to approve April 26, 2018 Airport Board meeting minutes; Commissioner DeArmond seconded; motion carried.
