COMMISSIONERS’ PROCEEDINGS        

June 23, 2016

Commissioners Doug Tucker and John Grewell were present.  John Prinkki was out of town.  Angela Newell, Administrative Assistant, was on maternity leave.

8:30 Pledge of Allegiance

9:00  Jacque Papez, civil county attorney, met to discuss various issues.  The petition submitted by Mary Ellen Mangus was insufficient; no further consideration is advised until the commissioners received a sufficient petition.

The Crowley Fleck law firm has requested that the county appoint a public administrator for an estate they are probating; Tony Kendall said he would be willing to assist for this one time; the commissioners will put the decision/appointment on the agenda.

The county is in a holding pattern regarding the litigation issue.

9:15 Alex Nixon, county attorney, joined the meeting.

Jane Swanson-Webb met regarding possible garnishment of a taxpayer’s wages for delinquent personal property taxes; statute allows the county to take and sell property for delinquent taxes.  The county attorney feels it would be problematic but Jane feels that if the taxpayer is willing to voluntarily have their wages garnished in order to remain in their mobile home it would be a better solution for the county.  Other counties have done this.  Commissioner Grewell stated the county needs to do what needs to be done to collect taxes and not take action out of fear of a lawsuit.  The commissioners gave Jane the go ahead.

The group had a further discussion in general regarding petitions and the need to clearly specify the procedures and requirements of filing a petition for the benefit of the public and county officials.

The group discussed building potential of the purchase of the Wells Fargo drive-in building versus another building for sale in closer proximity to other county buildings.

Alex will present a purchase order request to the commissioners for a new computer and laptop to be used in court proceedings (trial presentations); they are looking at wireless and apple apps.

10:00  Commissioner Grewell moved to accept the minutes for the June 13, 16 and 20 commissioner meetings; Commissioner Tucker seconded the motion; motion carried.
