COMMISSIONERS’ PROCEEDINGS        

          June 25, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance.

9:00 County Attorney Alex Nixon, Sheriff Josh McQuillan, Hope Freeman, Joliet Mayor Harley Sorrells, met with Commissioners to discuss the Interlocal Agreement for Police Service with the Town of Joliet. Parties finalized the agreement language. The Commissioners will place agreement approval on the June 29th agenda.

County Attorney Alex Nixon and Sheriff Josh McQuillan also discussed the Wyoming Attorney General opinion that Park County cannot house out of state prisoners. They will continue to explore the possibility of building a 72 hour hold facility or contracting with other entities for prisoner housing.

9:20 Eleanor Guerrero Carbon County News joined the meeting.

10:00 Road Superintendent Shawn Mains met with Commissioners for Machinery and Automotive Fuel Bid opening. One bid was received from Ray Judd Ford as follows: Premium Unleaded Gasoline, Unleaded Gasoline + 10% Ethanol, #2Dyed Diesel, and #1 Dyed Diesel at Rack + $0.079. Commissioner Tucker moved to accept bid from Ray Judd Ford; Commissioner Grewell seconded; motion carried.

Road Superintendent Shawn Mains also discussed road maintenance issues and motor grader and scrub seal bid specifications.

Cindy Drake Cotters Sewer met with Commissioners regarding pumped sewage disposal. Robert Curry was also present. Billings and the various municipalities in Carbon Co. will no longer accept and process septic waste and porta-potty waste for Cotters. Commissioners recommend that they enter into a contract with incorporated town or put an advertisment in the paper for private land application.

10:30 Treasurer Jane Swanson-Webb met with Commissioners for Request for Proposals (RFP) Opening – Contract Superintendent of Schools. No proposals were received. The RFP will be re-advertised.

11:00 Airport Board meeting. Lonnie Sanford moved to approve the May 28, 2015 Airport Board meeting minutes; Commissioner Tucker seconded; motion carried.

1:00 John Husar, David McClain, Chris Shears, and Bonnie Miller met with Commissioners regarding the impact fee for the Mud Springs Wind Project. County Attorney Alex Nixon and Intern Michael Ellinghouse were also present. They are finalizing the purchase agreement with Pacific Corp. In July they will begin Geo Tech drilling to determine foundation requirements and negotiating with turbine suppliers to finalize project costs. Commissioners would like to see the business plan and anticipated return on investment to determine the appropriate Impact Fee.
