Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners approved the Weed District’s donation to the 4H Council.
9:00 Elks Trustees Chair Joel Todd met with the Commissioners regarding the lease agreement with the Elks for a shared dumpster space and easement for future construction of an elevator for the Elks Building. The draft contract required $1,500,000 liability insurance, but the Elks policy is only $1,000,000. Angela noted the Commissioners have adopted a policy only requiring $1,000,000 in liability coverage.
10:00 Commissioners discussed the invitation for Montana Day at the White House. Commissioner Blain would like to go. Commissioner Bullock and Commissioner DeArmond encouraged him to attend and thought it was important for Carbon County to be represented with the pending PILT class action lawsuit and significant impact PILT payments have on the County’s budget; PILT accounts for about 10% of total County revenues
10:00 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding the State of Montana DNRC Cooperative Fire Control Plan Agreement for wildland fire protection on all private and state lands in the County. Tom noted some changes from past plans. The State now allows an incident commander to request DNRC assistance rather than routing the request through the Commissioners or County Fire Warden. The State is also more willing to assist in the initial attack instead of waiting until after the County is “fully committed’ before providing assistance. Tom also noted the State will be reducing ground resources and will not be staffing engines; that funding will be used to help local fire districts hire staff to be on standby. Commissioner DeArmond moved to approve the Montana Department of Natural Resources and Conservation Cooperative Fire Control Agreement pending approval from the County Attorney; Commissioner Blain seconded; motion carried.
11:00 Commissioner Blain moved to approve Commissioners Proceedings from May 24, 2018; Commissioner DeArmond seconded; motion carried.
Commissioners discussed the road and bridge budgets and bid specifications for the Joliet motor grader bid.
Commissioner Blain noted the Mental Health Center would like to change its agreement with the County. Currently the County provides additional funding on the condition the office is open 5 days a week. The Mental Health Center would like it changed to 40 hours per week to allow the office employees to work 4/10s.

Commissioner Bullock asked what office traffic is like on Fridays when counselors are not in the office. Commissioners will follow up with Mental Health Secretary Mary Cameron.
Commissioner Blain moved to approve employee time from June 10-23, 2018; Commissioner DeArmond seconded; motion carried.
