Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
9:10 Contract Planner Forrest Mandeville and Kate Stout from Red Lodge Surveying met with Commissioners regarding the Heavens Gate Subdivision Final Plat. Jordan Ornquist participated via phone. All preliminary plat conditions have been met. Forrest recommends approval. Commissioner Bullock noted he inspected the road access and it meets road standard requirements. Commissioner Blain moved to approve the final plat of the Heavens Gate Subdivision; Commissioner DeArmond seconded; motion carried.
10:00 County Attorney Alex Nixon and Deputy Shannon Foley met with Commissioners. Red Lodge Mayor William Larson and Red Lodge City Attorney Rebecca Naremore were also present to discuss the City’s Court Services Agreement. Commissioners, attorneys and City Representative discussed the provision requiring reimbursements to officers when a trial is canceled. Alex noted it is the prosecutor’s responsibility to manage witnesses including City officers not the Court’s; the County will not approve the reimbursement provision. Rebecca questioned the need for the indemnity clause the county added after the initial draft; it wasn’t addressed in earlier meetings but Alex prefers it remain in the contract. Mayor Larsen noted the agreement will be presented to the City Council July 10th for final approval.
Commissioner Bullock asked for Alex’s opinion on the airport board allowing someone to cut the hay around the airfield in Bridger; Alex confirmed it is ok to take the hay in trade. DES Coord. / GIS Mgr. Tom Kohley joined the meeting to discuss the annual agreement with Department of Natural Resource and Conservation for mutual fire assistance. Shannon recommended approving the agreement, but to make sure there are good notes documenting any issues so they can be address before next year’s agreement is sent out.
10:30 Clerk and Recorder Marcia Henigman and Deputy Christine Stovall met with Commissioners to discuss the proposed job description for the Accounts Payable/Payroll Clerk position. Commissioners approved the job description and authorized advertisement of the position.
Commissioner Blain moved to approve Commissioner Proceedings from May 31 and June 4, 2018; Commissioner DeArmond seconded; motion carried.
12:00 Lunch
12:55 Tayla Snapp from Congressman Ginaforte’s office met with Commissioners to check in. They discussed the Interior Committee and issues with the floodplain and lack of local resources to implement the program mandated by the Federal Government.
