COMMISSIONERS’ PROCEEDINGS        

June 29, 2017

Commissioners Doug Tucker and Bill Bullock, and Administrative Assistant Angela Newell were present. Commissioner John Grewell participated via video conference.

8:30 Pledge of Allegiance

Commissioners noted Dustbusters was rained out at Cooney State Park yesterday and that not all dust control will be applied as Dustbusters will not be able to come back until late July.

Commissioner Bullock noted DES Coord. / GIS Mgr. Tom Kohley found a consultant to evaluate our radio system. Tom is working to draft a contract with Tom Dunn for County Attorney review.

9:00 County Attorney Alex Nixon and Civil Deputy Jacque Papez met with Commissioners. Jacque’s paralegal is preparing easements to the City of Red Lodge for the Fairgrounds de-annexation. Alex noted Christi Brenna has been selected as the Victim Witness Coordinator for Marsy’s Law compliance. Discussed the New and Expanding Industry assessment for EverPower; Commissioners noted they intend to reapply because of changes to the project. The County Attorney believe the resubmission needs to be evaluated to determine if the Impact Fee Agreement needs to be renegotiated. The County is still waiting on confirmation from the City of Red Lodge regarding contracting for Marsy’s Law compliance. The Town of Bridger and Town of Fromberg have verbally indicated they will contract for the position.

9:30 Election Administrator Macque Bohleen and Deputy Clerk and Recorder Christine Stovall met with Commissioners to discuss the Elections Preliminary Budget. They would like to start putting money into a capital improvement fund to purchase new elections machines.

10:00 Susan Lewis and Tiffany Morehouse from the Carbon/Stillwater Community & Senior Programs met with Commissioners to discuss funding for the 2017-2018 Fiscal Year. Because of State funding cuts they are requesting a 4% increase in County funding. Commissioners will evaluate available funding later in the budgeting process.

10:30 Clerk and Recorder Marcia Henigman met with Commissioners regarding her preliminary budgets. Commissioners approved her request in increase Deputy Clerk and Recorder Lola Ashby’s wage to 81.9% of the Elected Official Base Salary and Deputy Clerk and Recorder Christine Stovall’s wage to 88.05% of the Elected Official Base Salary.

11:30 Red Lodge Area Community Foundation Director Tracy Timmons and Alan Schuyler met with Commissioners regarding request for County to sponsor a

 

Community Development Block Grant (CDBG) Planning Grant Application. The grant funds would be used to evaluate what changes to the fire suppression system are necessary to use the existing gymnasium as an assembly space. Commissioner Grewell moved to go forward with the Old Roosevelt CDBG Planning Grant application; Commissioner Bullock seconded; motion carried.

DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to renew the Cooperative Agreement with Department of Natural Resource and Conservation (DNRC) to reimburse the County for Tom’s wages should he be call out on a fire assignment. The commissioners would like to limit DNRC assignments to locations within a 2-3 hour drive so Tom would be able to respond to any local situation. Commissioner Bullock moved to accept the Cooperative Agreement with DNRC; Commissioner Grewell seconded; motion carried.

1:00 Forest District Ranger Ken Coffin met with Commissioners to discuss the Wilderness Designation Analysis for the Forest Plan Revision.

1:20 Commissioner Bullock moved to approve claims for the first June 2017 check run; Commissioner Tucker seconded; motion carried.

1:55 Contract Planner Monica Plecker and Forest Mandeville met with Commissioners to discuss the transition of Planning Services with Monica’s resignation with CTA. Forest will be subcontracting with CTA for components of the contract.
