COMMISSIONERS’ PROCEEDINGS        

          June 4, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

          8:30 Pledge of Allegiance.

          Commissioner Tucker moved to approve meeting minutes from May 11, 2015; Commissioner Grewell seconded; motion carried.

          Commissioner Tucker moved to accept District Court Fines and Fees Summary for May 2015; Commissioner Grewell seconded; motion carried.  

          Commissioner Grewell moved to accept eCivis Subscription and Service Agreement for Grant Search and Management Software; Commissioner Tucker seconded; motion carried.

          10:00 Executive Director of the Carbon County Historical Society and Museum Debbie Brown met with Commissioners regarding the Historic Preservation Professional Services Agreement. Commissioner Grewell moved to accept Professional Services Agreement; Commissioner Tucker seconded; motion carried.

          10:30 Treasurer Jane Swanson-Webb met with Commissioners to discuss the provisions of the Superintendent of Schools Contract. She would like to set the contract at an annual fee of $10,000 rather than paying the contractor an hourly fee. She would also like to include the requirement for proof of workers Compensation Insurance and proof of Liability insurance in the contract language.

          Commissioner Prinkki updated the other commissioners on issues discussed at the Montana Association of Counties District Meeting. Issues included legislative changes to tax appraisals and impacts those changes could have on the tax appeal board. Also discussed HB334 that requires the County to designate a place for a “posting board” where public notices shall be posted.

          Commissioners signed agreement for a lightning sensor at the Emergency Operation Center at the Fair Grounds.

          11:00 Commissioners discussed salary increases for employees’ salaries that are not tied to an elected official’s salary. Commissioner Grewell moved to give 4.5% increase to non-union employees; Commissioner Tucker seconded; motion carried unanimously.

          1:30 Commissioners attended the SilverTip Zoning Hearing in District Court.

3:45 Disaster and Emergency Services Coordinator Darrel Krum, and Matt Wolcott and Derek Yeager of the Department of Natural Resource and Conservation met with Commissioners to prepare for the upcoming fire season. They discussed proposed contract changes pertaining to fire incident recovery.
