Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Discussed HRDC Representative Mary Cameron’s desire to move on from her appointment. Miller is willing to serve as the County Rep. Newell will prepare an appointment letter
9:30 Red Lodge Mayor Kristen Cogswell met for her regular meeting. Steve Roi was present. Discussion about auto-renewing agreements the County has for annual events like Crusin Red Lodge. Also discussed updates to Red Lodge Zoning Regulations.
Blain noted Joel Bertolino called, had inquiry regarding old dump grounds in Roberts. Blain noted because of liability issues, the County is not interested in selling.

10:00 County Attorney Alex Nixon met with Commissioners for his regular meeting. Clerk and Recorder Christine Stovall was in attendance to discuss her retirement in July and the resulting vacancy in the Office of the Clerk and Recorder; the elected positions’ term is set to expire 12/31/2022. Discussion about the need to fill the vacancy as deputies work under the authority of the Official. Nixon reviewed statute and agrees the vacancy needs to be filled. With the election coming up, Nixon would like an opportunity to review case law regarding the language that allows for an interim appointment. Discussion about staffing levels. Discussion if there is a requirement notice for filling vacancy; noticing the appointment on an agenda was deemed sufficient.

11:00 Matt Eaton RDO and Truman Neprud with T&E met with Commissioners regarding Bridger Motor Grader Bid opening. 2 Bids received as follows:
Tractor and Equipment – 2023 Caterpillar 160 AWD $414,222; with the following options – rear ripper included; Capital I Postless Snow Wing $29,245; Henke V-Plow dozer blade $24,284 or straight with angle control $19,237; circle option n/a; 240-day delivery.
RDO Equipment – 2023 John Deere 872 GP (joystick)$408,000; with the following options – ripper included; Henke V-Plow dozer blade $28,000 or straight with angle control $20,000; circle option $15,000. 180-day delivery.
There was a discussion regarding maintenance practices; RDO covering warranty deductible and travel. T&E don’t have deductible. Commissioners will defer award until March 29th.
