COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Blain and Bill Bullock and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Denise Rivette in attendance to discuss the observatory.
Newell discussed the sale of the J Wash and bill payments as the new owners have not formally assumed the J Wash name. Commissioners agree that some sort of notarized statement from the previous owner (who is still the registered Agent for JWash) authorizing the payment to Cannon Properties.
9:00 Public Health Director Erin Cross met for her monthly update. Cross noted the State is still finalizing the Task Order for Mobile Crisis Team. Reviewed written report (attached). Discussed mentorship program application and other opportunities for ongoing education, team leadership building, and Department Administration. Blain emphasized the need to focus on providing resources to prevent burnout.
9:30 Red Lodge Mayor Kristen Cogswell, Council Members Jodi Ronning and Terry Durbin, and Carbon County News Reporter Denise Rivette met for the City’s regular meeting. Discussed Table Top exercise in Fromberg regarding Flooding; Mayor thought it was a valuable exercise. Discussed meeting with Army Corps on March 28th and the flood permitting process and complications. Durbin asked if the City DES representative had been selected; Cogswell noted they have not yet appointed anyone. Discussion about City’s camping ordinance and request from some business owners for lenience to help address workforce housing at least for a short period.
10:00 County Attorney Alex Nixon and Contract Civil Deputy County Attorney Jacque Papez joined the meeting for the standing County Attorney meeting. Bullock moved to close the meeting to discuss gravel crushing litigation. 10:25 Meeting reopened.
11:00 Becky Van Horn met with Commissioners for amended agreements for the Certified Local Government Aesthetic Grant; an additional $2,000 was awarded.
Allen’s update will be postponed with other obligations.
Bullock moved to accept Treasurer Cash, Clerk and Recorder Monthly Deposit Reconciliation, and District Court End of Period Disbursement Detail for February 2023; Blain seconded; motion carried.

Bullock moved to approve the mining lease with Wyo-Ben; Blain seconded; motion carried.
Discussion about Floodplain Administration. Bullock noted in his conversations with Great West Engineering, there may be an opportunity to engage them to help provide Floodplain services.
